Standard Job DescriptionDummy JC. To be used for TA appointments where STD JC is not available. Desired Candidate Profile Context:
The overall aim of the Senior Agriculture Officer is to develop a robust forward-leaning strategy and action plan for UNHCR to upscale climate-smart, market-based agriculture solutions for refugees and host communities to enhance food security and nutrition, economic inclusion, and resilience. The work will include a review of agriculture potential in refugee hosting areas, analysis of research and knowledge gaps, and identification of partnerships and financing opportunities to enhance the agriculture potential of refugees through strategic partnerships and inclusion of refugees and refugee-hosting areas in Government, development actors, International Finance Institutions and private sector efforts for food system transformation.

Embedded in the economic inclusion and self-reliance section and under the overall supervision of the Chief of Self-Reliance and Economic Inclusion in UNHCR HQs and in collaboration with other services in DRS, with relevant HQ divisions, regional and country operations, the incumbent will build on evidence and analysis to design a roadmap action plan for agriculture, including strategic orientation and partnerships.

Specific tasks:
o Develop a Workplan at the start of the assignment.
o Map interventions by UNHCR, humanitarian and development actors in support of agriculture (for self-reliance and livelihoods, nutrition, food security, peaceful co-existence and natural resource management), identify gaps and opportunities for refugee inclusion and agricultural development in refugee-hosting areas.
o Conduct a thorough desk review of confirmed climate-smart, innovative and sustainable agriculture, agroforestry, land management, water and habitat restoration practices, with evidence-base, and identify the national capacities, partnerships and legal framework needed for expansion and implementation in refugee hosting areas.
o Analyse the risks related to the engagement of UNHCR and displaced and stateless persons in agrifood systems (financial, occupational health, public health, environmental, labour exploitation), and provide concrete recommendations for the management of these risks with the relevant partners.
o Identify strategic partners (development actors, UN agencies, private sector, government, research institutions, and regional and national agriculture networks and alliances) for UNHCR to engage to expand opportunities for investment in refugee hosting areas and refugee inclusion.
o Identify specific areas of collaboration related to agriculture and food systems with IFIs, FAO, and WFP. Engage with and support the WFP-UNHCR Joint Hub on strategic efforts to expand agriculture-related investments and partnership engagement in identified countries.
o Analysis of agriculture development investment globally and identify funding instruments with the potential for refugee inclusion.
o Analysis of development investment potential globally and in identified countries (TBD) in agriculture and food systems strengthening in refugee-hosting areas and areas of return and opportunities for collaboration with development actors, research institutions and the private sector (including UNHCR capacity required to do so).
o Analysis of employment and self-employment job creation opportunities in agriculture and food systems in identified countries (TBD)
o Analysis of the barriers to refugeesโ€™ access to land for agriculture and other required resources and refugee inclusion in food systems in identified countries (TBD)
o Engage with existing and potential development partners to identify accordingly priority locations / country operations, including possibly in cross-border and return areas, and countries that are offering an enabling environment and making pledges with relation to agriculture for jobs and livelihoods. Several pledges made by hosting countries focused on improving policy and legal frameworks for better access to jobs related to agriculture, to the provision of access to land, access to markets, and skills training. Interventions would focus, for instance, on pledge matching, infrastructure investments for value chain development, and the inclusion of refugees in national agricultural development programmes funded by IFIs.
o Advise on the way forward to capitalize on partnerships with BMZ, the World Bank, AfDB, with private sector partners and others to address existing gaps and barriers and tap into opportunities for the expansion of inclusive agricultural value chains and investment opportunities with the aim of enhancing refugeeโ€™s economic inclusion, livelihoods and resilience.
o Develop a global strategy for agriculture capitalizing on favorable enabling environment and GRF pledges, partnerships, and opportunities for the expansion of inclusive and sustainable agricultural value chains that enhance the self-reliance, resilience and livelihoods of refugee and host communities and contribute to the transformation towards inclusive and sustainable food systems.
o Perform other duties as required.

The incumbent will report to the Chief of Self-Reliance and Inclusion Section within Socio-Economic Inclusion Service, Division of Resilience and Solutions.

Minimum Qualifications:
Fields of Education
Agricultural engineering, agricultural sciences, agricultural economics, agroecology, sustainable agriculture, agroforestry, rural development or other relevant field

Certificates and/or Licenses
Certificate in Agricultural Engineering, Agricultural Economics or Sustainable Agriculture

Relevant Job Experience
Essential
Experience in land, agricultural and rural development policy and advocacy, building partnerships for sustainable agriculture, infrastructure and market development, agripreneurship, self-reliance and livelihoods development in different contexts. Previous experience in the preparation of successful concept notes and proposals for development donors related to agriculture, rural development, food systems transformation. Confirmed experience in the design, implementation, monitoring and evaluation of agriculture and food systems development programmes and projects, in agri-food value chain development, labor market assessments, and socioeconomic inclusion. Strong communication skills both verbal and in writing. Ability to promote good working relationships among colleagues, supervisors, and supervisees. Analytical and creative thinking abilities with solutions-oriented approach. Proficiency in computer software such as Microsoft Office applications, data analysis and knowledge management software.

Desirable
Previous professional work with refugees and/or other forcibly displaced populations in rural and/or urban contexts with UNHCR, NGO's and / or UN agencies.
Familiarity with the Global Compact on Refugees, the humanitarian-development-peace nexus, climate change adaptation and mitigation, and nutrition-sensitive agriculture.
