Terms of ReferenceGeneral Background of Project or Assignment:

High-quality data is central to the success of UNHCR’s efforts to safeguard the rights and well-being of the forcibly displaced, stateless persons and populations at risk of statelessness. In 2020, UNHCR initiated a process to integrate and standardize UNHCR’s survey landscape, while at the same time expanding it to accommodate survey-based indicators of its new corporate Results Based Management (RBM) framework. UNHCR is developing the Results Monitoring Survey (RMS) to facilitate and streamline survey-based data collection and monitor impact and outcome level results as part of multi-year country strategies. The RMS can be implemented in any operational context and should be represented by people with and for whom UNHCR works directly or indirectly assisted by UNHCR, including refugees and asylum seekers, internally displaced persons, returnees, stateless and others of concern. Monitoring progress towards results is vital to inform course correction in the operations’ annual implementation plans and budgeting. A standard questionnaire has been developed for the RMS. The RMS can be conducted as a stand-alone survey or flexibly integrated with other data collection exercises.

Overall Purpose and Scope of Assignment:

*Objectives of the assignment
The selected consultant will be responsible for implementing a cross-sectoral survey collecting quantitative data using face-to-face and phone-based data collection modes (representative number of the total sampling size) in the Philippine operation under the Refugee and Stateless Pillar. This will
encompass around: 914 refugees, 1186 asylum seekers, 158 stateless and 127,583 others of concern in the Philippines as per 2023 planning figures. The survey will provide important new insights into the well-being of the
people with and for whom UNHCR works in the Philippines and will be an essential tool for the UNHCR country operation.

*Description of the assignment
The survey implementation will be carried out by an individual consultant with support and oversight from the UNHCR IM and Programme team at the National Office and Regional Bureau levels. Data collection will be based on computer-assisted personal interviewing using Kobo Toolbox. UNHCR will
provide the standardized advanced draft of the questionnaire to be used for the assignment. The standardized questionnaire will be provided in English and pre-coded in Kobo Toolbox. UNHCR will provide the consultant with a final selection of the sampled clusters and or households to be included in the survey. Based on the results of the survey, if required, UNHCR will also carry out the final sampling design and provide the consultant with the list of households to be interviewed.

The below sampling design is provisional. For this proposal, and particularly for budgeting considerations, the following sampling design should be assumed that the survey will encompass the representative sample of:

Based on these assumptions the consultant will be tasked to carry out the following activities:
■ Design and implement a cognitive pre-test of the questionnaire that is aligned with the standardized RMS questions (approximately 10-15 respondents)
■ Prepare for fieldwork including:
o Organize necessary consent and clearances in collaboration with UNHCR
o Lead the questionnaire translation into other foreign and local languages (at least four main languages (two foreign and two local) should be considered) as well as back translation in collaboration with UNHCR
■ Train enumerators, interviewers, volunteers that will be constituted by UNHCR for the exercise
o Plan and conduct – in partnership with UNHCR the training of the field teams
■ Implement the main data collection in the field
o Coordinate and manage field activities
o Provide continuous data management
o Provide continuous briefings of field teams on quality of their work
o Provide continuous briefings of UNHCR team on progress and quality of the fieldwork
o Organize a final debrief at the end of fieldwork
o Finalization of the data according to pre-determined standards
■ Data Analysis and reporting
o Design and use analysis tools
o Draft and revise Report
o Present preliminary findings and analysis and co-create recommendations with UNHCR staff
o Prepare and submit a Final Report, subject to a maximum of two (2) revisions, including the raw
o and processed data used in building the report
o Present results and consider feedback from UNHCR MFT at key stages of data gathering,
o and provide feedback on the process
o Present the preliminary and results; and
o Condense the findings in a one-page summary and a five (5)-page executive summary
■ Provide quality assurance
o Plan and conduct quality assurance activities in the field
o Provide other approaches deemed appropriate to ensure high data quality

**Qualification and experience required (degree required, years of work experience, field of expertise, language required):
■ Demonstrated experience of at least 3 years in conducting computer- assisted large scale household surveys in the country (essential);
■ Have experience in supervising field enumerators (essential);
■ Fluency in written and spoken English and Filipino (essential);
■ Demonstrated experience in conducting listing surveys (desirable)
■ Experience in conducting surveys on hard-to-reach populations and on refugees in particular(desirable)
■ Prior experience of work with UNHCR (desirable)
■ Fluency in another local language spoken in the areas to be covered (desirable).
■ Prior published studies on related field (desirable)
