The Central American Dry Corridor (CADC) covers approximately 30% of the region and has been directly impacted by climate change for the last 20 years, making it one of the most vulnerable territories in the world to climate hazards

(INFORM 2022; German watch Global Climate Risk Index 2021).

Over the past three years, this already fragile region has experienced a series of devastating events, including the COVID-19 pandemic, tropical storms Amanda and Cristobal, and hurricanes ETA, IOTA, and Julia. The impact of these events has been significant, causing extensive damage to agricultural areas, livestock, fisheries sectors, as well as the road network and port systems. Moreover, the recent rise in production costs and food prices has exacerbated the situation, while also restricting food availability and access.

Acknowledging the high levels of risk, food insecurity, and vulnerability in the Central American Dry Corridor, the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator has explicitly requested the Food and Agriculture Organization (FAO) and the World Food Programme (WFP) to implement anticipatory actions in the area.

To facilitate this joint effort, the German Red Cross (GRC), in collaboration with regional institutions such as CEPREDENAC, universities, and other relevant entities, provides expertise and support in disaster preparedness, risk assessment, forecasting, and climate change adaptation.

Despite the growing interest in anticipatory actions, there is currently no regional institution with the capacity to coordinate these efforts at the regional level, share experiences among different actors, and align initiatives.

CEPREDENAC is best positioned to assume this coordinating role; however, there is a need to strengthen their expertise in this area, which is currently limited in the region (CEPREDENAC).

By establishing effective coordination mechanisms and strengthening local capacities, it is possible to promote anticipatory actions and enhance the resilience of vulnerable communities in the Central American Dry Corridor.

Main duties and responsibilities Activities/dutiesย 

Organize, coordinate and energize the intersectoral group of AA with the participation of SICA regional bodies, UN agencies, national Disaster Risk Management Systems, climatological and agricultural institutionsFacilitate the organization and development of dialogue spaces at the subregional and/or national level (including the V Subregional Dialogue Platform on AA)ย Support, coordinate and facilitate the development of research initiatives aimed at collecting evidence to advocate for and promote the adoption of anticipatory approaches in Disaster Risk Management frameworks, policies and plans of each country.ย Support actions for the mapping and coordination of AA initiatives and opportunities at the regional level and in SICA member countriesย Undertake strategy to improve communication and training on AA at sub-regional and national levelsย Conduct capacity gaps assessment in the countries and create a strategy to roll out AA training, Produce a regional roadmap for anticipatory action, formulating strategies for implementation and for donor engagement.ย Generate policy notes that allow progress in advocacy processes before decision makers.

Qualifications:ย 

An advanced university degree (Masterโ€™s level or above) in social sciences, Agriculture, or related field.

Technical Skills and Experience Requirements

Fluency in Spanish and English with a strong ability to speak and write reports, is required.Minimum 3-5 years of relevant experience in Anticipatory Actions, working with regional institutions and governments.ย Ability to work with different actors and creating consensus.ย
