Overview of the position:
The Information, Counselling, and Legal Assistance (ICLA) Coordinator works to coordinate the project with NRC other core competencies (CCs), governmental stakeholders and humanitarian actors in the North. The position holder will also contribute to the development of polices, standards and projects, or services within ICLA programming. This position is also aimed to supervise the ICLA staff in Mazar including team leader/officers to ensure the quality of all ICLA activities in the field and direct supervision of Team Leaders in Faryab and Kunduz. The ICLA Coordinator is dedicated to oversight, technical support, monitoring and capacity building of the team under supervision. The position holder is responsible for ensuring that all ICLA activities and staff comply with the NRC Code of Conduct, national law, donor requirements, and ICLAโs overall objective to ensure that people affected by displacement can access their right to a durable solution.ย

The following is a brief description of the role.ย
Generic responsibilities:
Line management of ICLA project field staff Adherence to NRC policies, guidance and procedures Contribute to ICLA strategy development, project proposals and provide input on needs and gapsย Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from Area Program Manager in line with proposals, strategies and donor requirements, and ensure high technical quality Provide regular progress reports to APM (Area Program Manager). Promote and share ideas for improvement and necessary changes in the activities Ensure that projects target beneficiaries most in need of Legal assistance and people affected from displacement, explore and asses new and better ways to assist Ensure capacity building of project staff and transfer key skills ย Liaise and collaborate with relevant local authorities and other key stakeholders Promote the rights of IDPs/returnees in line with the advocacy strategyย Specific responsibilities:
Programme Implementation, Monitoring and Reporting
Supports the Area Program Manager North during project cycle management with developing the required reports within different phases, and creating internal monitoring plans Timely program executions by preparing project work plan and staff individual action plan, weekly work plan, weekly situation report and check the implementation activities through project documents Keep up to date with house, land, property (HLP) northern provincial issues through close supervision of the ICLA HLP-Task Force Officerย Creating and maintaining good coordination and relationships with relevant project stakeholders, and in particular UN agencies and other NGOs. Maintianing close supervison of project implementation planning; assuring qualitative and quantitative aspect of interventions. Outlining project lesson learns and applying into future grants for an effeective and successful implementation.ย Conduct Mid- Term and End-Term Performance Review of ICLA officers in Mazar, and ICLA Teams in Faryab and Kunduz.ย Coordinates with security/ Access team and other Programme departments to widen access for ICLA services. Conducts regular field visits in the northern provinces of intervention to deliver the outmost support for the field staff for effective project implementation, and to come up with effective recommendations and feedback.ย Maintaining accurate communication with Area Programme Manager North for receiving support and vice versa.Capacity building and Staf management
Context related skills, knowledge and experience:
Bachelorโs degree in law, political science, Sharia Law, and international law.ย knowledge of Afghanistan legal system and legal framework relevant to the rights of displacementsย Minimum experience of 3 yearsโ experience in Management role including coordinator or Manager positions preferably with INGOs.ย Strong cultural sensitivities and security contextual awareness. Previous experience from working in complex and volatile contexts Knowledge about own leadership skills/profileย Professional knowledge and expertise of House, land property (HLP), Legal Identity documentation (LID), essential needs and Employment Law Procedure (ELP). Experience in gender-mainstreaming ย Experience working with vulnerable communities and people (displaced people, women, and youth).Behavioural competenciesย ย
