What we are looking for

As the Livelihoods and Food Security Core Competency technical advisor for the region, you will need to have in-depth knowledge and expertise of Livelihoods & Food Security in humanitarian response and early economic recovery. Experience in programme strategy, quality assessments, tools and resources development are all required for this position. In addition knowledge, experience and skills in financial inclusion, market-based programming specifically value chain analysis and working with partners. Also, contextual knowledge or previous experience in the Middle East and North Africa is an asset.

Working collaboratively with technical and operational colleagues within a matrix structure is key for this position as well as delivering learning and development as part of quality improvement and capacity sharing and strengthening.

What you will do

The Regional Core Competency (CC) Adviser for Livelihoods and Food Security (LFS) will be responsible for providing specialist advice, technical oversight, capacity sharing and guidance to the Country Offices for ensuring that optimal CC programme strategies, systems, policy, tools and practices are in place, will also contribute to funding bids from the CC perspective and assist the Country Office in ensuring that donor opportunities are identified, and donor obligations and requirements are met.

The Livelihoods and Food Security Adviser is responsible for technical guidance in 3 strategic areas: Food Assistance (primarily in first-line response utilizing markets-based approaches such as cash and voucher); Business, Entrepreneurship and Employment and Food and Agriculture Systems support.

In this position you will:

Support the development of country/regional core competence strategies and implementation plans in line with global policies and strategies. Work in partnership with the Head Office Programme department to contribute to innovation and development, including piloting and learning from experiences at the country office and regional level, development of policies, strategies and tools, and sharing learning with other regions. Contribute to the resource mobilization and fundraising for regional programme development related to LFS. Be responsible for technical development, support and regional capacity strengthening and sharing - providing strategic advice, technical support and capacity strengthening and sharing with Country Offices in the region on relevant core competency or cross-cutting issues, providing technical supervision to LFS Leads in the Country Offices. Be a part of the Global LFS team developing policies, strategies and guidance for the overall LFS work in NRC.ย  Ensure that LFS based programming approaches contributes to integrated programming and analysis and best practices of these interventions are documented and shared. Contribute to development and delivery of induction and training provision of CO staff and work collaboratively with L&D (Learning & Development) and contribute to recruitment of technical staff. Be responsible for quality standards, data analysis and Work in partnership with Monitoring Evaluation and Learning (MEL) staff, to ensure the alignment of the programmatic areas in MEL and PCM (Project Cycle Management) systems, ensuring that best practices within the core competency are identified, documented and disseminated both within the region and beyond. Responsible for supporting and monitoring country programme compliance with the Programme Policy and respective quality assurances in relation to the core competency. Networking, representation and relationships - responsible for identification, development and maintenance of relationships with relevant regional stakeholders (e.g., donors, UN (United Nations) agencies, NGOs, research- and educational institutions, private sector) related to programmes in general and more specifically as related to NRCโ€™s Core Competencies.ย  Work in partnership with the regional and country office advocacy leads to identify and develop regional advocacy issues related to the core competence and relevant cross-cutting issues.

At least 6 years working experience in a senior position within Livelihoods & Food Security in the humanitarian and development sector. Specific experience and expertise in: Livelihoods & Food Security in humanitarian response and early economic recovery. Strategic approaches to programme development. Market-based programming - designing relevant market assessment and analysis including value chain analysis, labour market assessment and market systems analysis required. Digital livelihood with experience in financial inclusion work. Tools and resources development. Programme quality assessments, programme development and delivery. Delivering learning and development as part of quality improvement and capacity sharing and strengthening. Partnership with public and private institutions and organisations. Understanding of and commitment to: Integrated programming approaches Organisational learning, and the role and contribution of MEL to quality management and development. Working collaboratively with technical and operational colleagues within a matrix structure, including capacity strengthening. Masterโ€™s degree or Bachelors degree with relevant experience in economic recovery, sustainable livelihoods, urban development and livelihoods or related field of expertise. Fluency in English, both written and verbal. Contextual knowledge or previous experience in the Middle East and North Africa is an asset.
