An exciting opportunity for Regional Durable Solutions & Self-Reliance Adviser whoย will provide advisory and technical support to the country programmes in the Asia and Latin America Region to operationalise programming and advance progress towards durable solutions and self-reliance. In doing so, the Regional Durable Solutions & Self-Reliance Adviser will be working closely with the Global Lead, Self-Reliance and Durable Solutions to ensure approach and concepts align with the overall global strategy for Self-Reliance and Durable Solutions.

The role is mainly focused on providing hands-on support to Country Offices on initiatives and programmes related to durable solutions and self-reliance, in alignment with the global strategy and through collaborative working with the Regional Core Competency/Thematic Advisers.

The Regional Programme Department, based in Asia and Latin America Regional Office (ALARO) and managed by the Regional Programme Director, is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of COs as well as by exploring and creating synergies among COs. The Regional Programme Department is focused on research, policies, guidance and procedures, evidence and learning, capacity building, programme quality and donor relations. The department includes a Core Competencies and Thematic Unit, Regional M&E, Regional Grants and Partnership Specialist, and Senior Sub Regional Advisers.

Background

Durable Solutions and Self-Reliance is one of the strategic objectives of NRCโ€™s 2022 โ€“ 2025 Global Strategy and is taken forward by the Global Lead, Self-Reliance and Durable Solutions who is accountable for leading the strategic development of the programme development area of durable solutions and self-reliance. This includes setting direction for the implementation of the development area, piloting, evaluating, and coordinating the sharing of knowledge and expertise within NRC.ย 

As a humanitarian actor with strong presence in the communities we serve and a strong reputation as a displacement organization, NRC is well placed to act as an enabler across the different stakeholders (development/peace actors, local and national authorities, private sector, etc.) to bring about a more effective response to displacement. As a โ€˜displacement expert,โ€™ it is critical to recognize that realizing self-reliance and durable solutions requires a multi-stakeholder approach, and NRC can and should play a critical role in engaging/mobilizing other actors.ย 

What you will do:

Policy and strategy and programme development

1. Responsible for ensuring compliance and adherence to NRC policies, guidance, and procedures in relation to durable solutions and self-reliance while contributing to the development of policies, strategies, tools, and new approaches with a focus on innovation and piloting.

2. Contribute to the NRC global development of the thematic of durable solutions and self-reliance, through collaborative working with the NRC Global Lead, Self-Reliance and Durable Solutions, and by sharing learning and expertise with Head office and other Regional Offices.

Technical development, support, and capacity building

3. Responsible for providing advice, technical support, and capacity building support to the Country Offices in the region on thematic of durable solutions and self-reliance, across Country Offices in the region, in alignment with the global strategy.ย 

4. Facilitating and stimulating an environment conducive to innovation that ensures impactful durable solutions and self-reliance implementation. Keeping informed on innovation insights and analysis of relevance to the thematic of durable solutions and self-reliance. Ensure this knowledge is integrated into the systems and culture of the organisation at country and regional levels.

5. Contribute to development and delivery of induction and training provision of Country Office and Regional Office staff in relation to durable solutions and self-reliance.ย 

6. Contribute to recruitment interviews for technical staff in Country Offices in the region.ย 

Quality standards, data analysis and M&E

7. Responsible for ensuring that best practices related to durable solutions and self-reliance programmes or initiatives are identified, documented, and disseminated both within the region and with the Global Lead, Durable Solutions and Self-Reliance.

8. Work in partnership with the M&E staff to ensure the alignment of the programmatic areas in the M&E and PCM systems in relation to durable solutions and self-reliance.

What you will bring:ย 

Several years of documented international experience working on durable solutions and self-reliance related programming in a humanitarianย and/or development setting. Extensive experience in programming in complex and volatile contexts with preference for previous experience in Asia and Latin America. Masterโ€™s Degree in related field (or Bachelorโ€™s with equivalent work experience). Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development.ย  Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building. Experience of project cycle management, including M&E, and of programme design / facilitation of programme design workshops. Excellent writing and analytical skills.ย  Fluency in English and Spanish both written and verbal. Experience of strategic and integrated approaches to programme development. Experience of developing practical tools and resources and familiarity with industry tools, resources and methodologies. ย
