  1. Role and responsibilities

    The purpose of aย Protection from Violenceย Technical Officer position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staffs at assistant level. These circumstances can either be related to a time-bound support or permanent but in scope limited administrative support. If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used.

    In the usual norms, Protection from Violence (PfV) is a separate core competency (CC), however in the current context of Libya, PfV will be initiated under Information, counselling and legal assistance (ICLA) CC. This situation might change in the future.ย ย 

    Generic responsibilities (max 10)ย

  2. Ensure compliance with NRC policies, guidelines and standards.
Ensure compliance with Protection from Violence and ICLA Core Competencies (CC) strategy, tools, handbooks, guidelines and standards. Protection from Violence specific technical responsibility for implementation of technical activities of CC project(s). Specific technical responsibility for tracking of financial expenditures for technical activities of CC project(s).ย  Specific technical responsibility for the quality control and monitoring of project activities. Specific technical responsibility for project documentation of technical activities of CC project(s). Provide specific technical support and capacity building towards project staff. Provide specific technical analysis and feedback to NRC representatives in coordination forums. Assess, promote and document ideas for technical improvement and further programme development options. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist. Promote the rights of IDPs/returnees/refugees in line with the advocacy strategy.

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. Carry out protection case management in line with NRC Protection Case Management guidelines and tools, including conducting intake and assessment, creating and implementing client-centred case plans, following-up on case plans in a timely manner. Provide psychosocial support to case management clients, as needed. Refer protection cases to relevant partners. Receive referrals and following up on the cases following NRCโ€™s case management approach, Draft reports on the identified trends, protection gaps and needs. Report internally to the line manager on weekly and monthly achievements and challenges. Maintain case management files with accuracy and confidentiality, including regularly updating case management database. Attend internal case management and planning meetings. Collaborate with other team members when needed. Assist in capacity building of NRC staff and partners to identify and safely refer cases for protection case management. Support the preparation of appropriate training materials as needed. Conduct qualitative data collection, assessments, key informant interviews and focus group discussions to identify community needs and protection service gaps. Carry out regular field visits and conduct information sessions on available services, and otherwise raise awareness of protection case management services among target populations. Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers. Assist the team in identifying and responding to emergency cases, especially internal referrals. Prepare procurement requests for material assistance in-line with case plans and ensure project documents are collected and saved offline and online using Office 365, OneDrive and SharePoint in line with project agreements. Participate in any other related activity in coordination with the Line Manager. Participate in mapping exercises and assessments aimed at identifying the locations and needs of vulnerable populations in (X) and the surrounding neighbourhoods, by using participatory data collection tools and methodologies. Coordinate with potential service providers (governmental, non-governmental, private, etc.) to improve the provision of assistance and referral mechanisms in (X). Close and active coordination with the relevant NRC CCs and the ICLA core competency in specific, managing cases using a holistic approach to addressing needs of programme participants, Accompaniment of persons of concern to service providers and relevant stakeholders, Provide regular updates to the mapping of services and service providers to improve the referral mechanisms.

Experience with protection case management (general protection case management preferred, GBV or CP case management acceptable). Experience in conducting community outreach. Previous training in psychosocial support. Well-developed organisational skills. Experience working with case management databases. Good knowledge of data protection standards. Experience in managing teams a plus. Understands rights and protection issues of (XX) target populations; experience working with (XX) populations is an advantage. Proven communication, interpersonal, and representation skills. Level of knowledge and practice with Word, Excel, Outlook, etc. required.
