    Introduction

    The ILO's two-pronged strategy for the extension of social security adopted by the ILC includes two dimensions. The horizontal dimension aims at guaranteeing access to essential health care and minimum income security for all, guided by the Social Protection Floors Recommendation, 2012 (No. 202) (hereafter referred to as R 202). The R.202 adopted at the International Labour Conference in 2012 provides guidance to member States to establish and maintain social protection floors as a fundamental element of their national social security systems. The vertical dimension aims at progressively ensuring higher levels of protection, guided by the Social Security (Minimum Standards) Convention, 1952 (No.102) and more advanced standards. The ILO two-dimensional strategy implies a diversity of actions and stakeholders, including but not limited to the social partners, at the country level. This diversity implies an additional challenge in terms of ensuring coherence among all the different activities and expertise that the ILO can make available at the country level. The ILO has had long presence in the social protection sector in Mozambique.
    Within the framework of Development cooperation projects and the Global Flagship Programme on Building Social Protection Floors for All, the incumbent will contribute to the extension of social protection in developing countries, by providing administrative and technical management for the implementation of several development cooperation projects.

    These projects include:
    - The Irish Aid/ILO programme on Building Social Protection Floors (GLO/22/31/IRL) which aims to assist national governments to use appropriate, well-designed and well-managed social protection measures to promote resilience, access to services and employment opportunities for poor and vulnerable people, thereby contributing to inclusive economic growth in Malawi, Mozambique Zambia and Viet Nam;
    - The Government of Portugal financed project โ€œACTION/Portugal (Phase III) on Strengthening of the Social Protection Systems of the PALOPs and Timor-Lesteโ€ (GLO/22/15/PRT) which aims to contribute to improving the social protection coverage and the quality of statistics in Angola, Cabo Verde, Guinea-Bissau, Mozambique, Sรฃo Tomรฉ and Prรญncipe and Timor-Leste
    - The UN Joint Programme on Social Protection 2017-2020 (funded by DFID, Netherlands, and Sweden).

    Reporting lines:

    Under the overall responsibility of the ILO Lusaka Country Office Director for Zambia, Malawi, and Mozambique (CO-Lusaka), the Social Protection Project Manager in Mozambique will directly report to the Country Office Director (CO-Lusaka).
    The Project Manager will work under the technical guidance of the Social Protection Specialist based in DWT/CO-Pretoria. For activities related to the ILO/IrishAid programme, the incumbent will liaise and work with the Manager of the ILO/IrishAid programme based in CO- Lusaka. The incumbent will also collaborate with colleagues from the Social Protection Department in Geneva. The Project Manager will also oversee the work of the National Project Coordinator (NPC) and the Finance and Administration Assistant (FAA), and any other international and local consultants hired in the framework of the projects.

    Description of Duties

    1. Manage and administratively backstop the portfolio of the technical cooperation projects in Mozambique in the area of Social Protection.

    2. Ensure effective implementation of the portfolio of the technical cooperation projects in Mozambique in the area of Social Protection, through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures, including providing inputs to the Annual Report of ILOโ€™s Global Flagship Programme, webpages of projects and digital country pages. Populate the ILOโ€™s Results Monitoring tool and promote its application.

    3. Manage efficiently the human resources of the team of national technical and administrative staff working in the area of social protection in Mozambique. Plan, organize, supervise and monitor the work of project staff working under the Irish Aid project, the UN joint programme on Social Protection, the PALOP project and other forthcoming projects in the areas of Social Protection implemented in Mozambique.

    4. Provide technical inputs, policy advisory services and capacity building to the various relevant ministries, social partners, national social security institutions, decentralized authorities, and other relevant institutions and national stakeholders, in close collaboration with agencies and development partners, on designing and implementing gender-responsive social security/protection policies, programmes and mechanisms aimed at building comprehensive social security systems and extending social security coverage in Mozambique by prioritizing the establishment of national floors of social protection in line with the Social Security (Minimum Standards) Convention, 1952 (No. 102), the Social Protection Floors Recommendation, 2012 (No. 202) and other relevant ILO Conventions.

    5. Prepare concept notes and training for constituents and other partners on key social protection issues in the country.

    6. Represent the ILO in UN Country Teams to promote ILO's values within UN initiatives in Mozambique, increase the ILO visibility and facilitate the scaling up of ILO interventions in the area of Social Protection/Social Security. Coordinate social protection related activities with activities of UN Agencies participating in Social Protection Thematic Working Group and Development Partners Coordination Group on Social Protection. Assess possibilities for joint interventions and explore opportunities for joint resource mobilisation.

    7. Continue the collaboration with the IMF to strengthen fiscal space for social protection, facilitate the involvement of social partners in discussions with the IMF, and promote the exchange of knowledge on social protection extension and financing among all actors involved.

    8. Identify pivotal policy issues in Mozambique and contribute to social protection policy developments and the formulation of national plans for the extension of social security to all, in the conceptual framework of Decent Work Country Programmes. Ensure that social protection issues are included/mainstreamed into other ILO implemented programmes/projects in Mozambique.

    9. Develop the knowledge base, including the collection, analysis of trends and developments, assessment, documentation and disseminations of major legislation, gender-disaggregated statistics and relevant data, concerning social security and of the various elements of the national social protection floors, in Mozambique.

    10. Develop and undertake resource mobilization strategies and activities in the framework of the Global Flagship Programme on Building Social Protection Floors for All for projects in Mozambique. Prepare proposals for mobilization of human, technical or financial resources as well as to support the achievement of the projects in the Social Protection/Social Security portfolio for Mozambique. Liaise with donors and potential partners with a view to securing and expanding Development Cooperation resources.

    11. Coordinate closely with other ILO projects in the region, ILO DWT/CO-Pretoria, other ILO units and external stakeholders as appropriate to obtain technical inputs and share project approaches and lessons learned for replication and mainstreaming.

    12. Maintain close liaisons with governments, workers' and employers' organizations, UN organizations, research institutions and non-governmental organizations which are involved in the field of social protection in Mozambique.

    13. Represent the Office at national and regional forums and consultations related to Social Protection.

    14. Undertake other relevant tasks and responsibilities as may be assigned by the Supervisor.

    Required qualifications

    Education

    Advanced university degree in economics, social sciences, law, or other relevant fields, with demonstrated expertise on social protection issues. A first-level university degree (Bachelorโ€™s or equivalent) in a relevant field with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

    Experience

    At least seven years of relevant professional experience, including three years at the international level, in designing, supporting the implementation, and assessing social protection policies and programmes. Experience in the design and/or management of international development programmes or projects is required. Relevant experience in the Southern and Eastern Africa region is an advantage. Experience in working with ILO constituents would be an asset.

    Languages

    Excellent command of English and a working knowledge of Portuguese is required.

    Competencies

    - Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.
    - Ability to develop clear strategic goals consistent with the project/programmeโ€™s objectives, and to design and synthesise strategies for programme development.
    - Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services.
    - Ability to formulate new concepts and methodologies.
    - Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings.
    - Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization.
    - Ability to draft reports and prepare guidelines relating to programme development and implementation and ability to provide technical support to junior specialists carrying out research, project formulation and implementation.
    - Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
    - Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques.
    - Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
