Background:

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Regional Office for the Arab States (ROAS) works to promote the implementation of the women, peace and security agenda as guided by UN Security Council resolutions 1325 and subsequent resolutions. UN Women ROAS partners with governments, civil society organizations, female leaders and activists, and communities in conflict areas to promote and ensure womenโ€™s active role in peacebuilding, as well as the protection of their rights and persons during conflicts. UN Women ROAS supports efforts to build sustainable peace through targeted interventions supporting womenโ€™s engagement and influence in peace processes across the region. This is achieved through direct support to women and to key actors โ€“ including mediators and their teams - engaged in peace processes in Iraq, Libya, Syria and Yemen.

Reporting to WPSHA Regional Advisor, the WPS Programme Analyst contributes to the effective management of the UN Women WPS programmes in the RO by providing substantive inputs to project/programme design, formulation, implementation and evaluation. ย The Programme Analyst guides and facilitates the delivery of UN Women Regional WPS programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women Country Offices in the region, UN Women HQ personnel, Government officials, Regional Organizations, in particular the League of Arab States and the Arab Women Organization, multi and bi-lateral donors and civil society ensuring successful UN Women project implementation under the WPS programme. ย  ย  ย 

Key Functions and Accountabilities

ย Contribute technically to the development of programme strategies in the area of WPS
โ€ข ย ย ย ย Provide substantive inputs to the design and formulation of project proposals and initiatives;
โ€ข ย ย ย ย Identify areas for support and intervention related to the regional WPS programme.

Provide substantive technical support to the implementation and management of the WPS programme and project
โ€ข ย ย ย ย Provide technical inputs to the annual workplan and budget;ย 
โ€ข ย ย ย ย Lead the implementation of regional project activities for the project โ€˜Women Peace and Security in the Arab States -Phase IIIโ€™;
โ€ข ย ย ย ย Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
โ€ข ย ย ย ย Provide programme management support and coordination to Country Offices participating in the regional project;
โ€ข ย ย ย ย Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
โ€ข ย ย ย ย Train partners on Results Based Management and monitor implementation.

Provide technical assistance and capacity development to project partners
โ€ข ย ย ย ย Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products.
โ€ข ย ย ย ย Maintain relationships with regional partners, such as the League of Arab States (LAS) and the Arab Women Organization (AWO) to support implementation and expansion of the WPS programme;
โ€ข ย ย ย ย Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the project
โ€ข ย ย ย ย Monitor progress of implementation of activities and finances using results based management tools;
โ€ข ย ย ย ย Draft reports on monitoring missions, project results, outputs and outcomes;ย 
โ€ข ย ย ย ย Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the WPS project
โ€ข ย ย ย ย Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
โ€ข ย ย ย ย Provide substantive inputs to financial reports;
โ€ข ย ย ย ย Provide supervisory support to staff as deemed needed.

Provide substantive inputs to building partnerships and resource mobilization strategies
โ€ข ย ย ย ย Provide substantive inputs to resource mobilization strategies for the WPS programme; analyze and maintain information and databases;ย 
โ€ข ย ย ย ย Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
โ€ข ย ย ย ย Participate in donor meetings and public information events, as delegated.

Provide substantive inputs to advocacy, knowledge building and communication efforts
โ€ข ย ย ย ย Develop background documents, briefs and presentations related to the Regional WPS Programme;ย 
โ€ข ย ย ย ย Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
โ€ข ย ย ย ย Coordinate the development of knowledge management methodologies, and products on WPS.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

Recruitment Qualifications

Education and certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, conflict studies, or a related field is required; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; A project/programme management certification would be an added advantage.

Experience:

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required; Experience in Women Peace and Security is desirable; Experience coordinating and liaising with government agencies, regional intergovernmental organizations and donors is desirable; Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required; Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

Fluency in English and Arabic is required; Knowledge of another official UN language is desirable (French, Chinese, Russian or Spanish).
