Job Summary / Responsibilities:
The Program Director (PD) will provide leadership and management oversight for the technical implementation of assigned Global Health Security (GHS) programs. The PD will provide technical, and strategic leadership to the design, implementation, and monitoring of technical strategies to strengthen GHS functions and initiatives that are intended to support countries to prevent, detect, and respond to infectious disease outbreaks. Work is expected to include technical support to both human and animal health networks and facilities using a One Health approach.
The PD will lead technical support to GHS programs including developing technical work plans and budgets, hiring and mentoring local implementation staff and/or partners, overseeing implementation of all technical activities, leading monitoring and evaluation and providing all required technical and financial reports to clients. Fundamental to the work will be the principles of capacity building and localization. The primary responsibility of the PD is to ensure the successful technical implementation of the assigned GHS programs and the achievement of associated technical targets and deliverables while managing and remaining within the approved budgets for those technical activities. This position will be based within the continental USA/Canada. Specific responsibilities include:
Leads the management, supervision, and capacity building of technical country and US-based FHI 360 GHS technical and support staff assigned to the PDโs GHS program.
Leads the development, coordination, and quality of technical assistance and oversight, and the design of GHS strengthening and quality improvement interventions in line with joint external evaluation (JEE) reports, country national action plans (NAPs) and other assessment reports. This is ensured either directly through PD efforts or through coordination with appropriate technical staff and/or partners.
Ensures technical standards inform design, implementation, monitoring and evidence-informed adjustments
Provides technical assistance to GHS activities as needed.
Contributes significantly to the development of country-specific workplans and budgets for GHS activities aligned with JEE and local stakeholder improvement goals, ensuring complementarity with other, non-GHS interventions by the project.
Ensures budget aligns with work plan and is achievable with the available resources
Leads and provides oversight to the implementation, monitoring, and reporting of GHS strengthening activities in countries according to country-specific work plans.
Develops and oversees implementation of improvement efforts โ assess performance against stated/approved objectives/deliverables, which might be related to oversight
In close collaboration with EIDHS surveillance staff, provides technical assistance to GHS networks to strengthen the accuracy and timeliness of reporting into national reporting databases such as DHIS2.
Builds capacity in country-level, regional or global GHS technical staff.
Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound.
Provides technical leadership by staying current of evolving technical standards, guidelines, and program developments in area of expertise.
Fulfills assigned GHS program reporting requirements (financial, performance/narrative) to FHI 360 and clients.
Synthesizes and shares best practices, knowledge/evidence, and lessons learned for high-impact practices.
Represents FHI 360 in relevant forums.
Coordinates across functional units (regions, departments, countries, other).
Complies with rules, regulations, policies (donor, FHI 360 and country, as indicated).
Provides assigned project management and financial leads all required data and reports as needed for client reporting and updates.
Contributes to strategy to expand market share in GHS space (identify new partners, assess business opportunities, support or lead business development efforts and foster new relationships) in both the public and private sectors.
Supports knowledge management and EIDHS marketing initiatives including publications, presentations, best practices, thought leadership events, and other internal and external communication vehicles.
Ensures talent development and team building. Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Applied Knowledge & Skills:
In-depth knowledge of the mechanisms and strategies that are being deployed under the Global Health Security Agenda and other similar mechanisms to combat emerging infectious threats and anti-microbial resistance
Comprehensive knowledge of theories, concepts, and practices in project management, process development and execution.
Strong experience leading USG-funded technical projects.
Excellent and demonstrated public relations, policy, representation, and diplomacy skills required.
Ability to build positive local working relationships with local communities, district/state/national government officials, UN and other multilateral bodies and donor representatives.
Strong consultative and negotiation skills.
Exercises judgment to meet strategic business goals and develops objectives and plans that align with and ensure achievement of organizational goals
Strong critical thinking and problem-solving skills to strategize, plan, and manage resources for successful completion of projects.

Supervision Given/Received:
Sets goals, objectives, timelines, and budgets for projects and leads department in achieving strategic goals for the Program.
Leads coordination of resources for ongoing projects across functional areas and addresses/resolves project issues.
Oversees project implementation that requires use of the Operational Model (RACI) frameworks.
Reports to EIDHS Director.
Education:
A minimum of a masterโs degree or its International Equivalent in health, human development, clinical diagnostics, or a related field.
Experience:
Typically requires 10+ years of relevant experience (including 8+ years of corporate strategic leadership, strong business acumen and/or line management experience) with projects management principles and practices.
Experience leading GHS projects.
Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
Demonstrated experience in sector specific or multi-sector project management and implementation.
Demonstrated strategic planning, staff development and capacity building experience.
Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
Experience operating in challenging environments.

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $128,000 - $184,000
