CONTEXT

Within the HR Department of MSF Belgium (Operational Center Brussels – OCB), the Operational Hub has the goal to act as the entry door to the HR department for our Operations and the initial interlocutor for actors in our projects regarding HR support.

As the Pool Manager (PM) Medco DUO, you are part of the Pool manager’s unit of the Operational Hub and you contribute to the achievement of projects objectives, by ensuring that HR staffing is optimally calibrated and adapted to HR demand in our project. In doing so, you contribute to the development of the human capital of the International Mobile Staff (IMS) Medical pools. You strategically analyze the available offer and the characteristics of the pool and compare regularly with known, unknown and emerging, HR needs in our projects.

You will collaborate with the PM for the Project Medical Referent (PMR) profiles to reinforce the organizational capacity to identify, validate and deploy the relevant PMR and Medical Coordinator (Medco) profiles to OCB operations. You will further maintain an additional responsibility as a Development Advisor, for a certain group of employees (MSF Be Medco pool).

Working together with referents from the medical department, you will deploy personnel to operations maintaining a close follow up on the institutional HR needs of the organization.

You represent the HR department in the medical department and uphold the application of its core values (integrity- transparency-accountability- empowerment-trust).

You are tasked with implementing the HR OPS Action Plan in our projects managed by the Field HR resource manager and functionally report to the deputy Medical Director.

MAIN RESPONSIBILITIES

Matching

  • Collect the operational needs through open vacancies (for short term) and the matrix (for longer-term), assess the match with the existing pool, and devise short- and longer-term solutions in terms of quantity and competencies in collaboration with the concerned department to best meet operational demand
  • Develop a good understanding of the requested profile by integrating information from the job profile, the vacancy summary, the context and any specific requirements
  • Collect information (recruitment report if First Mission, evaluations, feedback from Development Advisor) on potential candidates to propose for deployment following the matching process
  • Optimize the matching by selecting the most appropriate profile(s) for the specific vacancy from available candidates, as described in the matching process
  • Consider the global workforce to answer the operational needs (IMS, LHS, HQ staff)
  • When identifying a position that will not be filled with pool members, seek alternative solutions, such as launching recruitment on post, reconsidering the set up in the field, considering LHS detachment, etc...
  • Communicate regularly with cells and Regional Support Teams (RST) to stay up to date with Medical Coordinations (i.e. deployment, talent identification, emerging HR needs and others)
  • Brief and debrief pool members according to the process

Working in close collaboration with Partner Sections (OCB and non OCB) to ensure a proper answer to the operational demand

  • Ensure optimal information exchange with the different DAs to create efficient and professional mission proposals
  • Lead the validation discussion of profiles into the pool in collaboration with the Medical Department
  • In collaboration with the concerned DA, discuss potential identification and work towards retention through career plans that are balancing operations needs and the aspirations of the staff members
  • Identify staff from the pool for fixed term assignments in the HQ, facilitate staff mobility towards HQ posts and inform staff and/or DA of possible HQ positions

Management of the pool

  • Conduct a statistical analysis of the pool to understand its weak and strong points and drive pool development to ensure alignment with operational requirements in both the short and long term
  • Organize the diffusion of key messages derived from the pool analysis to Medical and HR stakeholders to facilitate their engagement and contribution to meeting institutional HR needs
  • Participate in defining the first mission target for recruitment and manage the definition and development of the pool
  • Ensure the diffusion of the defined demand to relevant actors (Recruitment & Development Advisors of Partner Sections, Learning and Development Unit) and collaborate with them to define adapted solutions

Development Advice

  • Facilitate individual’s development within the organization
  • Ensure comprehensive preparation before departures
  • Conduct comprehensive post-assignment debriefings
  • Be the focal person for staff members for issues linked to their career and growth within the organization
  • Identify talents/high performers and engage their longer-term commitment
  • Participate with the PMs in the analysis of various characteristics of the pool
  • Proactively reach out to pool members to discuss future deployment opportunities
  • Maintain regular contacts with PMs to discuss development plans for pool members

Participating actively to HR Ops platforms

  • Manage deployment of staff under special contracts (ie Vocationer, MALTA)
  • Follow up the utilization of the budget allocated for development post creation
  • Facilitate the detachment of LHS for developmental/operational purposes
  • Actively participate in recruitment for on-post position
  • Participate in the Training selection committee for setting priorities for member of the pool
  • Collaborate with the L&D unit for the development of learning opportunities that address learning needs of the pool members
  • Participate in Project Intention, MY/ARO, QMM and other platforms to maintains an in-depth understanding knowledge of operations and strategic orientations
  • Take part in the HR and related department platforms meetings and contribute to discussions on its objectives and strategies
  • Participate in the Medical department strategic meeting to understand its priorities and ambitions
  • Ensure systematic references taking with other Operational Centers
  • Update the HR database according to the different responsibilities/steps of the work
  • Participate in meetings organized with HROs (HR Officers) and proactively seeks information from HROs and HR Coordinator (HRCo)
  • Facilitate the sensitization activities related to the pool upon request, in collaboration with the recruitment unit
  • Conduct projects visits when needed and upon validation of the Field HR manager, to stay informed about the situation in our projects and assess how pool member are adapting to their positions

REQUIREMENTS

Education & Experience

  • Higher education degree in Human/Social sciences or Medical/Paramedical fields
  • MSF Field experience of at least 3 years
  • Experience in coordination position within MSF is a strong asset
  • Medical or paramedical profile is a strong asset

CONDITIONS

  • Expected starting date: 17/06/2024

  • Contract type: Open end contract – Full-time – Home working maximum 2 days per week
