    Introduction

    The position is located in Angola covered by ILO Country Office in Kinshasa. The ILO (International Labour Organisation) is the United Nations specialized agency whose mission is to promote social justice through improved access of men and women to decent and productive work in conditions of freedom, equity, security and dignity.
    The project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€ is anchored under the European Union Delegation program โ€œSupport to formalisation of the economy including social protection and support to Public Finance Managementโ€, including a Budget Support Operation and complementary measures, to be carried out under the 2021-2027 Multiannual Indicative Programme (MIP) for Angola, with the general objective to contribute to accelerating the transition from the informal to the formal economy in Angola, by expanding Angolaโ€™s contributory social security coverage and benefits.
    The project has the following main objective:
    Support the formalization efforts from the Government of Angola by supporting the expansion of coverage and benefits of social protection in Angola.
    Within the overall framework of the programme, the Project focuses particularly on the extension of social security as a means to facilitate the transition to the formal economy, in conjunction with employment and formalization policies as well as improvement of the public finance management.

    Social protection coverage in Angola is very limited even though it is a middle-income country. The informal economy is the main entrance to the labour market and the informality rates are very high, especially amongst women and in the rural areas, which is associated with limited coverage of social security, poor access to social and health services, and business services and including financial and digital inclusion.

    In this context, the project will actively involve Government Institutions, decision-makers, employers and workersโ€™ representatives, and civil society in expanding social security coverage, through six strategic areas: i) The process of decision-making of the Government concerning social security issues is enhanced; ii) Angolaโ€™s Social Security National Institute (INSS) capacities for communication and awareness upgraded, iii) Digitalization of the services and administration of the INSS increased, with special attention to interoperability of systems; iv) Governance and administration in INSS shaped by international best practices; v) INSS, Government and social partners knowledge on social protection and social insurance increased; vi) Consultation process among social partners strengthened. The interrelation between these six areas, if correctly designed and implemented, will have a positive incidence on the level of social protection coverage in Angola and will contribute to the objective of transitioning Angolaโ€™s economy to a more formal and inclusive economy.

    The ILO seeks to recruit a National Communication and Partnerships Officer (NOA) to support the implementation of the project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€, in Angola.

    The National Communication and Partnerships Officer is to be based in Luanda, Angola, working in close collaboration with the projectโ€™s Chief Technical Adviser (CTA) and the ILO staff in Angola, as well as with colleagues from other countries under ILO CO-KINSHASA and the ILO Decent Work Team in Yaoundรฉ.

    The National Communication and Partnerships Officer with expertise and work experience in Social Protection will provide professional services for the efficient, effective and client-oriented delivery and administration of a range of communication and information products and services during project implementation. The National Communication and Partnerships Officer will also contribute to the close relationship; programme implementation and reporting with current partners and the analysis and identification of potential opportunities with new partners. The National Communication and Partnerships Officer will work under the supervision of the projectโ€™s Chief Technical Adviser (CTA).

    Under the overall responsibility of the Director of the ILO Country Office for the Democratic Republic of the Congo, Angola, Central African Republic, Chad, Congo and Gabon (CO-Kinshasa), the National Communication and Partnerships Officer will directly report to the Chief Technical Adviser (CTA) in Luanda, Angola. The Chief Technical Adviser (CTA) in Luanda, Angola will provide technical and strategic oversight.

    The National Communication and Partnerships Officer will work in coordination with project staff from ILO in Luanda and national partners involved in the implementation of the project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€. S/he will also work closely with the Social Protection Specialists based on the ILO Decent Work Team in Yaounde, who is the backstop of the project, and other technical experts from the Social Protection Department (SOCPRO).

    Description of Duties

    1.Support with efficient, effective delivery and administration of a range of communication and information products and services.
    2.Develops and implements national and regional communication strategies, plans and activities that are aligned with the ILO and EU communication strategies at national and/or regional and global levels and support the specific activities of the Project, for the Office and the project promotion and advocacy efforts.
    3.Develops and delivers quality, timely, and widely accessible communication and information products and services, defining the content of key messages based on the target groups particularly involved in dialogue events, training and technical assistance, using a range of multimedia and communication platforms.
    4.Produce specific communication content as appropriate for press releases, media clippings and short reports before and after projectโ€™s activities, to be shared with project stakeholders, target groups and the public in general.
    5.Commission, research, write, edit and/or translate from/to the local language audience-specific communication and information products, including news releases, comment pieces, feature stories, fact sheets, brochures, talking points and speeches that communicate persuasive, evidence-based and solution-oriented messages.
    6.Oversee the documentation services, maintenance and updating of websites, databases and web content management systems (WCMSs) ensuring consistency of information and compliance with applicable standards. Conduct surveys, monitor websites and social media platforms and use metrics to measure and evaluate the effectiveness of communication activities and to guide and formulate future communication strategies. Prepare related reports.
    7.Organize press conferences, media interviews and other public information events to raise awareness of the ILOโ€™s and project activities and results, taking into account the gender equality and non-discriminatory policies and measures. Respond to a range of inquiries on the activities of the Office.
    8.Represent the work unit in interagency fora and meetings, prepare information notes on key issues and developments and follow up as required.
    9.Maintain effective coordination, engagment and comunication with the donor, current partners and future partners
    10.Support the drafting of technical annual progress reports and reviwed work plans for stakeholder engagement activities, donor funding, and meeting minutes as assigned and guided by supervisor.
    11.Support planning and monitoring of the project based on a Performance Plan derived from the Logical Framework of the project and regularly update the ILO Monitoring Results Tools and project evaluations of the project and support the stakeholder engagement activities with some specific partners as per assignment from supervisor, including possible engagement with provincial level partners.
    12.Draft Terms of Reference , budget estimation, Implementing Agreement, to support the implementation of the stakeholder engagement work, in coordination with the management team and Finance and Admin team and Perform other duties as may be assigned by the Supervisor

    Required qualifications

    Education

    First-level university degree in a relevant field in economics, management, development studies, communication, journalism, information management, and other relevant areas in communication or social studies

    Experience

    -Knowledge of multimรฉdia and graphic design tools
    -At least two years of relevant professional experience at the national level, in communication or information management.
    -Ability and proven experience in developing messages in various formats (press releases, websites, success stories, short videos, blogs, tweets info-graphics, etc.) aimed at a variety of audiences.
    -Experience with advocacy, communication, and/or research work in the field of social protection, preferably in Angola.
    -Experience with programmatic work
    -Experience with M&A tools
    -Experience with stakeholder engagement and partnerships

    Languages

    Fluency in English and Portuguese. Knowledge of French is an added value.
