If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Monitoring, Evaluation and Learning (MEL) Coordinatorย to join our team in Maiduguri Country office, Borno State. The role of the Monitoring, Evaluation and Learning (MEL) Coordinator is to establish and implement ย systems to promote evidence-based decision-making, programme and project performance, and internal management.You willย contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness.ย Within this context, the MEL Coordinator will provide technical support to in-country staff pertaining to MEL and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems for NRC.

- Participate in project proposal development and provide inputs on project target setting and logical framework development.
- Support the implementation and rollout of MEL Activities, Standard Operating Procedures (SOPs), systems and procedures for Information Management systems.
- Lead the design and review of the MEL pack, which includes the Indicator Performance Tracking Table (IPTT), Log Frame, Activity Tracking Table, Theory of Change and MEL Plan. Maintain an updated IPTT and output tracker.
- Lead in information management to ensure complete and accurate project information is reported timely.
- Support Area Office MEL Coordinators in planning for and executing MEL activities, including data collection methodology and tools development, data management, analysis and use, clear maintenance of means of verification and other documentation.
- Compile periodic quantitative output reports from programme staff andย ensure area office timely and accurate monthly reporting to GORS (Global Output and Outcome Reporting System) and post data quality checks in line with the global GORS reporting timeframe requirements and standards
- Support multi- sector needs assessments, baseline and end-line surveys, and programme evaluations, particularly field data collection using digital data collection methods.
- Contribute to project and program planning, kick-offs, and review meetings, including preparing and sharing monitoring data on progress and challenges.
- Develop tools and necessary guidelinesย to ensure collection of output and outcome indicators.
- Support the area teams to improve the quality of monitoring, evaluation, and accurate reporting, including training on MEL tools, validating the quality of training and supervision of enumerators, data entry and analysis, and reporting.
- Support the Project managers in planning and tracking Outcome Monitoring data collection, analysis, and reporting.ย
- Contribute to a culture of high-quality project performance, evidence-based programming, and learning.
- At least 3 yearsโ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems developmentย
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methodsย
- Understanding of data and information needs for program management and decision makingย
- Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agenciesย
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methodsย
- High level English language proficiency (speaking, reading, writing)ย
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)ย and quantitative analysis (SPSS preferred)ย
- Experience using SPSS, STATA, Epi Infoย
