Medical Insurance Associate


Organizational Setting and Work Relationships

Under the direct supervision of the Medical Insurance Officer, the Medical Insurance (MI) Associate will provide advice and guidance on all Medical Insurance-related issues and process all medical claims in a timely and appropriate manner for staff within the Area of Responsibility (AoR). The incumbent will be responsible for the enrolment of all eligible staff members and de-enrolment of inactive employees, the collection of the MI contributions and the processing of claims in respect of all MI participants within the AoR. S/he will act as the focal point for all MI-related issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional, and managerial competencies and UNHCR’s core values of professionalism, integrity, and respect for diversity.

Duties

  • Administer medical insurance plans for enrolled staff.
  • Process medical insurance claims in a timely and efficient manner.
  • Act as a focal point and provide accurate information to enrolled staff regarding medical insurance rules and regulations, applicable procedures, reimbursable benefits, the status of claims, etc., give advice and ensure administrative support as required.
  • Maintain an appropriate filing system for all MI-related documents.
  • Strictly implement the rules and procedures given in the policy on medical insurance administration.
  • Settle clinic invoices, as appropriate, to medical service providers.
  • Conduct impromptu visits to hospitals to verify the authenticity of claims.
  • Assist DFAM/AFS or relevant Finance units in the reconciliation of Accounts Payables and Receivables.
  • Consult relevant units and management on matters that require additional clarification and guidance.
  • Issue letters of guarantee of payment to hospitals for staff members and dependants as appropriate.
  • Dispatch medical reports to the Medical Service.
  • Issue travel authorisation for staff members proceeding on Medical Evacuation.
  • Support identification of appropriate healthcare and qualified physicians within the AoR.
  • Seek clarification discreetly on medical bills that may appear fraudulent or unclear.
  • Propose improvements to the work of the MI Team.
  • Replace absent colleagues based on the distribution of tasks established within the team.
  • Perform other related duties as required.

    Essential

    Relevant previous job experience to the function or in a related field. Excellent computer skills including MS applications (Word, Excel, PowerPoint).

    Operational knowledge of Workday and medical insurance claim processing systems. Knowledge of administering insurance schemes. Proficiency in French.

    Recruitment as a UNHCR staff member and engagement under a UNHCR affiliate scheme or as an intern is subject to proof of vaccination against Covid-19

    For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.
    NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements

    Remuneration:
    In case of appointment, a competitive compensation and benefits package is offered.
    G6 - Salary range: NET 587,586 HUF - NET 688,996 HUF.

    Benefits:
    Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

    Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

    Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
