Role and responsibilities:
The purpose of the Logistics Officer (Procurement) is to support the effective operation of the NRC Poland Logistics Team and related programme activities by implementing sound procurement practices in accordance with NRCโs policies and procedures and relevant donor guidelines.ย
Generic responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines, SOPโs and donor requirementsย
- Implement delegated procurement function portfolio according to Plan of Actionย
- Conduct and follow up daily operational procurement activitiesย
- Support the administration of resources so that deliverables are achieved within set budgets, timelines and standardsย
- Prepare and develop procurement reports as required by Country officeย
- Support in development of SOPs as requestedย
- Ensure proper filing of all support documentsย
- Promote and share ideas for improvement of the procurement functionย
- Perform other duties, as assigned by Line Managerย
Specific responsibilities:
- Promote the humanitarian procurement principles of value for money, anti-corruption, transparency, proportionality, fairness, and avoiding conflicts of interest, in all procurement activitiesย
- Support Programme staff in the preparation of Procurement Requests (PR)ย
- Execute Procurement Requests received or as delegated by Line Manager
- Prepare and review procurement documentation, incl. Request for Quotation (RFQ), Invitation to Bid (ITB), Tender Notice, Comparative Bid Analysis (CBA), Purchase Orders (PO), and Contractsย
- Support the preparation of Purchase Orders (PO) against framework agreements (FWA)ย
- Monitor contract delivery and prepare and submit payment requests to Financeย
- Monitor and report on suppliersโ performanceย
- Conduct regular market assessments, update and maintain country-wide pricing lists for accurate procurement planningย
- Act as a focal point, within your delegated procurement function, for communication between the critical interfaces, such as Programme teams and Financeย
- Support the preparation of procurement KPI reporting for the NRC Deliver initiativeย
- Ensure paper and electronic procurement records are maintained in a systematic manner and providing a clear auditable trail in line with NRCโs standard procurement procedures, Office 365, and Securing Supporting Documentation (SSD) guidelinesย
