  1. Role and responsibilities:

    The purposeof the Logistics Officer (Procurement) is to supportthe effective operation of the NRC Poland Logistics Team and related programme activities by implementing sound procurementpractices in accordance with NRC’s policiesand procedures and relevant donor guidelines.

    Genericresponsibilities 

  2. Implement delegated procurement function portfolio accordingto Plan of Action
Ensure adherenceto NRC policies, handbooks, guidelines, SOP’s and donor requirements Conduct and follow up daily operational procurement activities Support the administration of resources so that deliverables are achieved withinset budgets, timelines and standards Prepare and develop procurement reports as requiredby Country office Support in development of SOPs as requested Ensure properfiling of all support documents Promote and share ideas for improvement of the procurement function Perform other duties, as assigned by Line Manager

Specific responsibilities

Promote the humanitarian procurement principles of value for money, anti-corruption, transparency, proportionality, fairness, and avoiding conflictsof interest, in all procurement  activities Support Programme staff in the preparation of Procurement Requests (PR) Execute Procurement Requestsreceived or as delegated by Line Manager Prepare and review procurement documentation, incl. Request for Quotation (RFQ), Invitation to Bid (ITB), Tender Notice, Comparative Bid Analysis (CBA), Purchase Orders (PO), and Contract Support the preparation of Purchase Orders(PO) against frameworkagreements (FWA) Monitor contractdelivery and prepareand submit paymentrequests to Finance Monitor and report on suppliers’ performance Conduct regular market assessments, update and maintain country-widepricing lists for accurate procurement planning Act as a focal point, within your delegated procurement function, for communication between the criticalinterfaces, such as Programme teamsand Finance Support the preparation of procurement KPI reportingfor the NRC Deliver initiative Ensure paper and electronic procurement recordsare maintained in a systematic manner and providing a clear auditable trail in line with NRC’s standard  procurement procedures, Office 365, and SecuringSupporting Documentation (SSD) guidelines

Generic professional competencies:

Bachelor’s degree in Business or related fields Minimum 2 years previous work experience in Logistics, Procurement, Purchasing, or  Administration Previous experience from workingwith a local NGO or international NGO (an advantage) Previous experience from working in a humanitarian/recovery context (preferred) Documented results related to the position’s responsibilities Good working knowledge of English both written and spoken Good workingknowledge of MS Office (MS Word, Excel,and Outlook)
