Background

NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRCโ€™s six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRCโ€™s East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).ย  NRCโ€™s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.ย 

Role and Responsibilities

The purpose of a Team Leader is to manage a CC project team at area office level.

Generic Responsibilities:

Management of Food Security/FS project staff ย  Implement plan of action for delegated portfolio of FS CC projects (activities, budget and project documentation) ย  Day to day follow of progress in project implementation Ensure compliance with NRC policies, FS CC tools, handbooks and guidelines Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist Promote and share ideas for technical improvement in FS CC Prepare periodic progress reports and other documentsย  Ensure capacity building of project staff and transfer key skillsย  Liaison and collaborate with relevant local authorities and stakeholders Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

Participate in activity planning, coordination and execution of the Livelihoods activities in increasing access to self-employment, wage-employment and other livelihoods income source, establishment of vulnerable households and constant market demand monitoring.ย  Prepare and develop status reports as required by PM/PCย  Liaison and collaborate with relevant local authorities and stakeholders. Fully Responsible for the operational activities of Food Security and Livelihoods such as Resilience programs, social safety Net cash transfer, market price monitoring, distributions of vouchers/skill tools and redemption of vouchers.ย  Responsible for Preparation of Cash transfer payment sheet, Post Distribution monitoring with the support M&E and making use Beneficiaries receive their entitlements. Lead Beneficiaries selection, registration and verification in transparent manner.ย  Lead/conduct community mobilisation/consultation meetings and beneficiary selection. Beneficiary enrolment in TVET/skills training programmes and support development of competitive business plansย  Organize and conduct Income generation activity training, Village saving Load Association Approach (support the selected Bnfs development of business plans) Make sure the LSF project are addressed and consider gender equality, disability issueย  Remain alert to identify and appropriately report any emerging PoCs (Refugees, Asylum Seeker, Returnees, IDPs) issues.ย  Represent NRC in Sectoral and Cluster meetings for livelihoods project.ย  Ensure that all documentation of the Project is promptly and correctly filed and archived as necessary. Lead the Community sensitisation on cash based social transfer eligibility criteria and service referrals Involve in innovative approaches in cash based and livelihood programmingย  Explore opportunities for resilience programming in Galmudug Integrate FS CC with other CC programs and other area FS teams in Somalia Supervise, train, and appraise the Livelihoods Project Officers and assistants. Any other work assigned by line manager.

Generic professional competencies:ย 

BSC/BA in agriculture, social science, community development, economics, and other related fields Minimum of 4-5 yearsโ€™ relevant working experience, at least 2 years experience from working as project officer in FS project implementation position in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profileย  Experience in a Humanitarian emergency response is an added advantage.
