Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Womenโ€™s goal in Timor-Leste is to promote the womenโ€™s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its country programming is connected to its five corporate priority areas: increasing womenโ€™s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing womenโ€™s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN systemโ€™s joint work in advancing gender equality.

UN Women is seeking an International Consultant to design and layout for advocacy, training, and communication materials.

Duties and Responsibilities

  1. Objectives of the assignment

    The key objective of the assignment is to provide valuable assistance to UN Women in Timor-Leste by facilitating the design and layout process for a variety of materials dedicated to advocacy, training, resource mobilization and communication purposes. By undertaking this task, the consultant will contribute directly to the organization's efforts in effectively conveying key messages, disseminating information, and promoting important initiatives aimed at advancing gender equality and women's empowerment in Timor-Leste.

    Under the overall guidance of the UN Women Head of Office and direct supervision of the Communication Officer, the Consultant will work closely with UN Women Timor-Leste programme staff in designing and layout of advocacy, training and communication material and will perform the following tasks:

Develop high-quality materials (both print and digital) that captivate audiences and effectively communicate complex information in a clear and concise manner of UN Womenโ€™s achievements and impacts, providing our audience with essential knowledge and data points from the reports. This includes, crafting visually striking infographics, illustrations, and materials for web-based campaigns, advocacy efforts, promotional activities, and training programs, as directed by Programme Managers and the Communication Analyst.
Follow UN Women Branding Guidelines and identity standards.Modify, revise, and edit materials as required, in consultation with Programme Managers and Communication Analyst.Provide guidance to UN Women Timor-Leste regarding printing specifications and standards to ensure optimal print quality.

Develop four (4) standardized template and schedule for quarterly newsletters ensures consistency and timeliness in communication efforts which enables UN Women to maintain regular communication with our relevant stakeholders in the Government, Donors, and Civil Society organizations, fostering transparency and engagement. The newsletters should consider following points:

Featuring articles that will provide in-depth information on topics that are relevant to UN Women in Timor-Lesteโ€™s work within the quarters.Appealing visual elements such as graphics, photos, or illustrations to enhance the readability and interest of the audience, in line with Communications and Visibility guidelines.An effective and efficient dissemination strategy maximizes the reach and impact of our newsletters.Utilizing Canva which will enable Communications team to modify the contents as needed afterwards.

Impact reports:

Develop five (5) human-centered articles that delve deeply into topics relevant to UN Women's work in Timor-Leste, offering comprehensive insights and analysis. These articles not only inform stakeholders but also showcase UN Womenโ€™s expertise and contributions in key areas. The stories should adhere to the following guidelines:

Engaging and informative contents, to effectively communicate our priorities and initiatives, fostering understanding and support among UN Womenโ€™s audience.Incorporating appealing graphic visuals and quantifiable results to demonstrate the significant impact to the beneficiaries and their communities.Ensuring that these narratives reflect diverse gender perspectives and consider intersectionality to capture the varied experiences and lived challenges faced by different individuals or groups within the context of the support provided.Utilizing visual elements such as graphics, photos, or visuals complement textual content by providing context, capturing attention, and conveying complex information in a digestible format.Ensuring visible branding for specific programs or initiatives. This involves strategically placing logos, colors, slogans, and other brand identifiers to maximize visibility and recognition among the target audience.

Thematic Briefs

Develop three (3) thematic briefs providing detailed overviews and analyses of key themes relevant to UN Women. These briefs help stakeholders and decision-makers make informed decisions, plan strategically, and communicate effectively. They serve as structured frameworks for addressing complex issues, aiding in the advancement of gender equality and women's empowerment initiatives. For this deliverable, the designer is to:

Liaise with the Communication and Program units to offer an overview of the project or initiative requiring thematic briefs. Gain insight into the thematic focus, key messages, objectives, target audience, and pertinent contextual information.Create and deliver design concept proposals delineating visual direction and style, while considering readability, information hierarchy, and visual storytelling to the Communication teamLiaise with the Communication team to ensure that the design of the thematic briefs reflects the branding guidelines and visual identity of the organization.Solicit feedback from Communication team and incorporate revisions and suggestions into the design accordingly.Present the revised design drafts to Communications team for review and approval, ensuring alignment with the guidelines and requirements.Prepare final design files for production, including print-ready and digital formats as required by the Communication team.Record the design process, decisions made, and the underlying rationale for future reference and continuity purposes.

Design three (3) invitations that reflect the organization's values and engage the target audience. The designer should:

Ensure the UN Women branding guidelines are followed, including the logo, colors, fonts, and messaging.Select a design concept that aligns with the event theme and reflects the mission and values of UN Women. This could include using imagery related to gender equality, empowerment, diversity, and inclusion.Ensure the invites are accessible to all recipients, including those with disabilities.

Posters

Design four (4) posters with the aims to raise awareness and promote action towards gender equality and women's empowerment in Timor-Leste. These posters will serve as a visually engaging and impactful tool to communicate key messages, inspire change, and mobilize support for UN Women's initiatives. They should capture the attention of a diverse audience and convey the importance of gender equality in an inclusive and compelling manner. They should:

Incorporate the UN Women logo prominently to establish brand identity and credibility.Use captivating visuals that convey the theme of gender equality and empowerment.Include concise and strong messages that highlight the importance of gender equality and the role of UN Women in driving positive change in Timor-Leste.Encourage our audience to act by providing clear instructions on how they can support UN Women's mission, such as advocating for gender equality and women empowerment.Include contact details or website links where viewers can learn more about UN Women's initiatives and get involved.

Principles The advocacy messages should be positive and empowering and resonating with the diverse population of Timor-Leste across various dimensions such as age, gender, disability, and sexual orientation.Ensuring that the messages are celebrating the richness of diversity within Timor-Leste, acknowledging and valuing the unique perspectives and experiences of each individual which will foster a sense of belonging and unity while promoting the shared goals of empowerment, equality, and social justice.Materials designer in such way that they can be updated and adjusted for future use (all colours, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package; fonts should not be converted to outlines in order to follow further edits and adaptations in the future).Provide raw files (InDesign) upon request from UN Women.Ensuring the design of the materials is consistent with UN Women communication guidelines.UN Women has non-exclusive world rights in perpetuity of all designed submissions and products. The total duration of the contract assignment will be from 25 March 2024 to 24 March 2026 for a maximum of 60 working days.

Schedule of Payment

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

All the deliverables, including events materials, notes and reports should be submitted in written in English language, or if in Tetum, the UN Women team can require the consultant to provide an English summary.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables-related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt.

Inputs

The consultant is expected to use her/his own computer, but may use UN Women office for printing of relevant documents or should he/she be required to work onsite at any point during the assignment.

UN Women team will support resource materials, and reference documents as relevant;

UN Women will cover cost of translation as needed;

Required experience and qualifications

The Consultant should fulfil the following requirements:

Education Secondary education, specific diplomas or technical studies in design or layout an advantage.

Experience: At least 5 years of experience in design or layout an advantage.Very good creative skills and advanced command over a full range of graphic design software, including Adobe Suite/CC such as illustrator, InDesign, Photoshop.Solid understanding of printing and production matters and knowledge of different formats for printing.Excellent verbal and written English communication skills.Ability to work quickly and responsively and demonstrate initiative.

Language and other skills: Proficiency in oral and written in English.Computer literacy and ability to effectively use office technology equipment, Internet and email.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.The total number of points allocated for the price component is 100.The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
