- Roleย and responsibilities
The Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities in Chernihiv oblast, community outreach and provision of legal services on legal identity, internally displaced persons registration, housing, land and property rights and access to services. The ICLA Technical Officer will also conduct capacity building activities at internal and external level, and conduct legal monitoring, research, analysis and reporting.

Conduct outreach activities to identify key locations for legal aid deliveryย Organize and conduct individual / group information sessionsย Provide individual and tailored legal counsellingย Provide legal assistance and representation for selected cases, according to ICLA criteria Ensure effective and appropriate legal case management and quality of legal aid provisionย Prepare, organize and facilitate capacity building activities Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends and propose adaptation of the response Conduct legal research and analysisย Provide inputs to legal and advocacy documents (i.e briefing notes, case studies) Contribute to the development of tools and proceduresย Contribute to strengthening of local capacities of partners and key stakeholders Coordinate activities with other NRC programmesย Coordinate activities with local authorities, NGOs, UN Agencies and other actors regarding legal aid provision Perform any other tasks as requested by ICLA Project Coordinator /Project Manager Provide services in person or through remote modalitiesย Conduct housing, land and property due diligence activities in close coordination with the NRC Shelter programme Ensure safe identification and referral of persons in need of a specific serviceย Develop informational, educational and training materials on legal protection issues Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools)ย according to NRC internal proceduresย Assist with administrative/logistics/finance tasks whenever required Prepare weekly and monthly plans and reports, upon agreement with line manager CompetenciesยCompetencies are important in order for the employee and the organisation to deliver desired results.ย They are relevant for all staff and are divided into the following two categories:
