  1. Role and responsibilities

    Generic responsibilities

    The ICLA Technical Assistant will provide information, counselling and assistance to internally displaced persons (IDPs). This will encompass, in particular:

  2. Adhere to NRC policies, tools, handbooks and guidelines
  3. Assist a range of support with the implementation of the CC portfolio according to plan of action
  4. Implements independently procedures and activities within own function or core competency as delegated
  5. Responsible for organising and delivery of tasks in line with priorities and standards
  6. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team
  7. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
  8. Prepare and develop status reports as required by management
  9. Ensure proper filing of documents
  10. Promote and share ideas for improvement in your area of expertise
  11. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

    Specific responsibilitiesย 

    Accounting for the particularities of the job location and context, the Technical Assistant will be responsible for:ย 

  12. Stays updated regarding internal procedures and thematic guidelines
  13. Delivers group information sessions (GIS) and individual counselling on various topics including legal and civil documentation, housing, land and property rights and work rights.
  14. Ensures protection mainstreaming in field activities, including identification of cases for protection referrals
  15. Undertakes day to day data collection and data entry related to field activities and participates in field mapping exercises
  16. Meetings with international, national and governmental actors working on legal and education access issues for refugees and migrants;
  17. Oversight of referrals to local aid organizations;
  18. Ensuring that partner organisations fully comply with agreed case management and client handling procedures;
  19. Perform other tasks related to the position, as required.

    Critical interfaces:ย 

    Programmatic strategic and operations support: ICLA Specialist, country office, relevant core competency implementation staff

  20. Support functions: Area Manager, HR, Finance, Logistics, M&E, Access Coordinator,
  21. Security: Safety and Security Coordinator and Officer at the area

    Generic professional competencies for this position:ย 

  23. University degree/diploma in social sciences, political sciences, law or other related fields
  24. Basic knowledge about data management and computer skills
  25. Experience in working in a humanitarian/recovery context;
  26. Native fluency in Arabic;
  27. Work proficiency and excellent drafting skills in English. ย 

    Context related skills, knowledge and experience:ย 

  28. Knowledge of the displacement context in Libya;
  29. Knowledge of the migrants and refugee protection issues is considered a strong advantage;
  30. Knowledge of Libyan law and regulation is an added advantageย
