Context

The humanitarian context in the cross-border area between Burkina Faso, Mali, and Niger continues to deteriorate. The deteriorating security situation led some thousands of people from the Sahel, North, North Central, and East regions to flee to neighbouring towns. In addition, the presence of non-state armed groups and improvised explosive devices made roads inaccessible and hampered activities. The violence is having a serious impact on fragile livelihoods and people's ability to support themselves and is challenging already weak basic social services. More and more people are fleeing their homes in search of safety in nearby fields or villages, sometimes repeatedly. 2,6 million people are internally displaced in Burkina Faso (UNHCR dashboard on May 2023). In Burkina Faso, the Sahel and Centre-Nord regions are the most affected and have the largest number of displaced people even though the displacement tendencies are worsening also in the East and Boucle de Mohun Region. The Large-scale displacement has a strong impact on already scarce natural resources, with negative consequences for both the displaced population and host communities, increasing the risk of undermining social cohesion and population protection.ย 

In Burkina Faso, humanitarian access to populations in need and access to basic social services remains a major problem. We are witnessing a shrinking humanitarian space in the areas where humanitarian activities are concentrated.ย 

NRC established humanitarian operations in Burkina Faso in 2019. In order to contribute to the protection challenges faced by displaced populations, NRC is looking for an ICLA (Information, Counselling and Legal Assistance) Programme Development Manager who will lead the design, development and implementation of the ICLA programme in Burkina Faso.ย 

NRC responds by focusing on an integrated approach that combines our sectoral areas of expertise - Education, Shelter/Water, Sanitation and Hygiene (WASH), Livelihoods and Foods Assistance (LFS) and Protection from Violence (PfV), as well as Information, Counselling and Legal Assistance (ICLA). Through ICLA programming, NRC supports populations affected by conflict and displacement, with a focus on two thematic areas: Housing, Land and Property, as well as Legal Identity/Civil Documentation (with a particular focus on birth registration).ย The delivery of legal services is complemented by evidence-based advocacy, training and capacity-building interventions, with the aim of Improving access to and enjoyment of rights for targeted populations in Burkina Faso.

Role and responsibilities

Identify and implement appropriate interventions in rural and urban contexts in coordination with other NRC core competencies staff Contribute to the needs assessments in displacement and hard to reach areas in line with NRCโ€™s humanitarian access strategiesย  Establish and develop systems and tools for the implementation of ICLA activitiesย  Ensure timely and high-quality programme delivery against planned targets Ensure timely and quality monitoring reports of ICLA activities to ensure high technical quality and transparent processes Research and analyse the evolving housing, land and property (HLP) and legal identity context in Burkina Faso and adapt the programme accordingly Develop approaches and activities ensuring promotion and implementation of Safe and Inclusive Programming (SIP) principles within the ICLA programme In coordination with Monitoring and Evaluation (M&E), monitor and follow-up on the quality of services provided by NRC in the field Contribute to the development of advocacy strategies, initiatives and materials

Minimum 3 years of experience in a senior-level project implementation position in a humanitarian/recovery context Experience from working in complex and volatile contexts Technical expertise in legal assistance programming Documented results on designing and implementing legal protection programming for displaced persons or other vulnerable groups Fluency in French, both written and verbal and advanced level in English, both written and verbal Knowledge of the context in Burkina Faso and/or Sahel region Knowledge of the legal protection and displacement context in Burkina Faso Sound understanding of protection principles and international human rights law relevant to ICLA programming Experience with capacity-building of staff on technical aspects of programming Excellent analytical ability, presentation, communication and drafting skills
