1. Role and responsibilitiesย 

The HR Admin Officer will be responsible for the day-to-day implementation of HR and Admin work at the Area level.ย 

ย Generic responsibilities:

Implement NRCโ€™s systems and procedures at the Area level.ย  Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.ย  Prepare and submit reports and analyses.ย  Ensure proper filing of all supporting documents.ย  Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.ย  Ensure adherence to NRC policies and the national labor law in all processes and procedures.ย  Coordinate with relevant partners, suppliers, authorities, lawyers etc.ย 

ย Specific responsibilities:

Ensure timely implementation of HR activities and dissemination of HR SOPs and Policies at the Area Office. Ensure recruitment, onboarding and offboarding procedures are implemented for all staff at the Area Office. ย Ensure all paper and electronic records are maintained in an accurate, timely and systematic manner in line with NRC's Standard Procedures, providing a clear auditable trail. Ensure staff data is regularly maintained in the NRC People System. Manage all staff leave and absences and update records accordingly. Ensure national staff benefits including leave and health insurance are processed and tracked as per NRC procedures. Support the Area teams to recruit and manage casual workers, and ensure all required documents are signed and stored accordingly. Prepare daily Orders, monthly personnel and recruitment reports, and Timesheets. Support in implementing efficient management of office supplies and consumables together with Admin Staff. Support events organisation when needed together with Admin Staff. Support TRP and Registration processes for International Staff of the Area Office. Support in the implementation of a capacity building plan to train and develop staff as an integral part of duties. Promote a positive, safe, and inclusive work environment for all Area Office staff, including through effective staff feedback mechanisms. Perform other tasks as requested by the Line Manager. ย  ย

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:ย 

Professional competencies:

Bachelorโ€™s degree in relevant field. At least 1 year of professional experience. Experience working in a humanitarian organization will be an asset.ย  Experience working in a complex and volatile context.ย  Fluency in English and Ukrainian, written and spoken.
