What we are looking for:ย 

A seasoned professional to lead the Support Unit and have the overall responsibility for ensuring that NRCโ€™s HR, finance, logistics, administration, Risk and Compliance systems provide relevant and adequate support to the NRC Libya Response. The HoS will also be responsible for designing, planning and leading the implementation of key strategic initiatives to improve systems and structures. The HoS will also play a key leadership role in planning processes, including the annual budget process, workforce planning and talent management.

What you will do:

Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action. Provide input on operational support in proposal development, and coordinate and align operational support with programme plans. Responsible for ensuring quality and timely support to project implementation Review the current NRC Libya staffing support structure and propose an adequate fit-for-purpose strategy, for the expansion of NRC operations in the East and South of Libya. Ensure strategic development of all NRC Libya Support functions; responsible for strategic development projects and proactively planning and feeding into country-wide strategies and plans, working closely with senior management and programmes to ensure Support functions proactively meet the needs of the programme. Ensure all global and regional support policies and guidelines are translated into country-specific Standard Operating Procedures. Responsible for ensuring policies and practices are aligned to the national laws and including ensuring NRC is compliant with the taxation laws. Plan and develop Support plans for emergency response and quick scale-ups in existing and new areas of operations. In coordination with the Country Director, actively lead change management processes across the NRC Libya mission. Provide leadership, management and supervision of all support functions (Risk and Compliance, Finance, HR & Admin and Logistics (incl. ICT) with a particular focus on Human Resource functions which include recruitment, learning and development, staff care, performance management and employee relations. Ensure targets and indicators are met in the 2022 balance scorecard for all support-related objectives. Lead the development, monitoring, and implementation of the Master Support Budget and guide NRC Libya to the fair share model as well as ensure all periodic deliverables are submitted and deadlines are met.ย  In coordination with the Country Director and the Health, Safety, and Access Manager, ensure NRC Libya meets all risk and compliance requirements in all support functions. Ensure mandatory compliance checks are performed monthly and recommendations for support Units are followed up. Member of the Country Management Group (CMG);

What you will bring:

Minimum 5 yearsโ€™ experience in a senior management position in a humanitarian/ recovery context Experience in working in complex and volatile contexts. Experience working in or knowledge of the Libya context is highly preferable. Experience in coordinating internal and external audits and managing investigations. Strong financial planning and management skills with expertise in allocation of resources and costs. Experience managing humanitarian operations remotely.ย  Knowledge about own leadership skills/profile with documented results related to the positionโ€™s responsibilities.ย  Ability to work under pressure and to mobilize and lead teams across all departments efficiently. Fluency in English, both written and verbal (working language of office). Good knowledge of Arabic Language is an advantage.
