Terms of ReferenceGENERAL BACKGROUND OF THE ASSIGNMENT:
The contractor will primarily support work on โ€œThe Joint Pledge on Sport for Inclusion and Protectionโ€ ahead of and during the Global Refugee Forum (GRF) 2023 โ€“ which will take place between 13 - 15 December in Geneva.

The 2023 GRF will provide an opportunity to build on the significant progress made by governments and other stakeholders towards the implementation of pledges and initiatives announced since the inaugural GRF held in 2019, in support of the Global Compact on Refugees.

The Global Compact on Refugees, affirmed by the United Nations General Assembly in 2018, put in place a new comprehensive refugee response model. It envisions more predictable and sustainable support to: Ease pressures on countries hosting refugees; Enhance opportunities for refugees to become self-reliant; Expand refugeesโ€™ access to third-country solutions such as resettlement and other pathways, and; Support conditions in refugeesโ€™ countries of origin so that they may be able to return in safety and dignity.
The 2023 Joint Pledge on Sport builds upon the pledge on sport developed for the 2019 GRF by UNHCR (Sport Coordination Unit, Division of External Relations) and the International Olympic Committee.

At this time the Sport for Refugees Coalition members โ€“ a coalition of organizations working with and for refugees through sport โ€“ signed up to commitments supporting refugees to have better access to sport activities, sporting infrastructure, and competition at all levels. For the 2023 GRF these commitments have been reformulated by a multi-sector/multi-stakeholder reference group, to reflect the expanded role that the sport eco-system can play in refugee responses. UNHCR (Sport Coordination Unit) in partnership with the Olympic Refuge Foundation and Scort Foundation are the co-leads of the Sport for Refugees Coalition and are jointly leading on this work.

LEVEL OF CONTRACTOR: Mid-level support

OVERALL PURPOSE OF ASSIGNMENT:
The Contractor will support the Sport Coordination Unit with specific tasks related to the delivery of โ€œThe Joint Pledge on Sportโ€ and a dedicated event to present the Joint Sport Pledge at the 2023 Global Refugee Forum. Including:

1. Support the Sport Coordination Unit and Sport for Refugees Coalition co-convenors on outreach to promote the 2023 Joint Sport Pledge, working to engage new and existing partners and supporting them to develop commitments towards the pledges.
2. Support the Sport Coordination Unit and Sport for Refugees Coalition co-convenors to collate and review the commitments.
3. Support the work of the Sport Coordination Unit and Sport for Refugees Coalition co-convenors to design and deliver the Joint Sport Pledge side event, including outreach to potential speakers and logistics, for the 2023 GRF.
4. Compile a brief report on the GRF sport side event and the role and visibility of sport at the 2023 GRF, outlining the commitments made, organizations involved, potential future partners, other organizational and individual engagements, and innovations in the sport sector, in response to the refugee situation globally.

QUALIFICATION AND EXPERIENCE REQUIRED:
โ€ข Advanced university degree in international relations, humanitarian action or similar field, with minimum of 3 years relevant work experience.
โ€ข Very strong English oral and written skills plus any other UN language an asset
Additional qualifications and experience โ€“ beneficial but not required
โ€ข Experience from global/ high-level multi-stakeholder processes,
โ€ข Background in or knowledge of the sport for development/ sport industry al.
