The Grants Manager will contribute to achieving quality programming by ensuring effective grants management including, internal and donor compliance requirements, timely and quality proposal development as well as reporting, and leading on internal and external grants-related communications as delegated by the Head of Programme. S/he will also oversee the key mandatory activities under NRCโ€™s Project Cycle Management (PCM), including leading the Partnership sub-department and NRCโ€™s work with national local implementing as well as strategic partners.ย 

Generic Responsibilities:

Adherence to NRC policies, guidance, and procedures; Maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines; Lead the process of developing donor applications and reports, as well as ensuring donor compliance and quality control; Contribute to the development and revision of funding proposals, budgets, and donor reports; Be updated on donor priorities and track and share relevant calls for proposals;Proposalย Development Build positive working relationships with other teams in the Country Office to coordinate and support development of high quality proposals using relevant NRC Grant Management tools and guidance (Go/ No-go checklist, proposal development calendar, procurement plan, internal budgeting tool); Coordinate proposal development for NRC Sudanโ€™s portfolio of donors; Work closely with Budget Holders, programme teams, and finance as well as other stakeholders to compile accurate proposal budget and assess whether all necessary costs have been included.ย 

Specific Responsibilities:

Due Diligence Assessments and Agreements

Lead on NRC Sudanโ€™s due diligence assessment when and as required by an existing or new donor; Lead on organisational assessments of Partners as per NRCโ€™s Grants Management procedures;

Grant Agreement

Review donor contracts, flag any points that might challenge NRCโ€™s procedures, and support contract negotiations; Work with finance team to support/advise them in development of internal budgeting tool and communication with field offices on allocated budget; ย 

Donor Reporting and Monitoring

With support from the Grants Coordinator, lead the coordination and finalisation of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards;ย  Highlight critical financial issues such as under/over spends to finance and Budget Holders, and follow up in writing when discussed verbally;

Donor Compliance

Be familiar with all NRC organisational and donor portfolio compliance requirements and ensure high quality management of grants through meeting of KPIs and deadlines; Support and advise programme colleagues with queries related to donor compliance on grants within portfolio

Partnership Management

Support Area Offices and programme staff in identification of local and national NGOs and CSOs, lead on assessment and development of capacity building plans;ย  Implement the Country Officeโ€™s Local Partnership Strategy in accordance with the 2022-2025 Country Strategy, Specific Objective 4. Responsible for overseeing the support to field teams across all departments (including Area Office, Support, Programme Unit, etc.) in engaging with and applying NRC Sudanโ€™s partnership strategy, SOP, RACI matrix, and tools throughout the project cycle, including supporting Area Offices to identify potential partners, conduct organisational capacity assessments, and review partner performance and provide technical support to NRC implementing teams on issues related with projects implemented by partners;ย 

General Administration

Ensure all documentation required to be kept by donors is available within the Grants department by maintaining high standard information management/filing systems; Visit area and/or field offices to support with capacity building of staff and partners and monitoring purposes.

ย Professional Competenciesย 

At least 4 yearsโ€™ of relevant experience in a related field; Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors); Experience working in complex environments and with displaced populations;ย  Good understanding of donor rules and regulations; Good communication and interpersonal skills; Excellent written and oral communication skills in English;ย  Strong organisational and team working skills Proven skills and experience in report and proposal development and working with multiple donors; Willingness to travel to area offices according to travel requirements.
