Background
Plan International is an independent development and humanitarian organization that advances childrenโs rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 2027, where the countryโs purpose is in line with the global Plan Internationalโs Purpose โto advance childrenโs rights and equality for girlsโ. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes. Within the context of VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, an NGO like Plan Indonesia, has to adapt and innovate to ensure that we stay relevant, impactful and sustainable.
Currently, we have Seven (7) thematic programs in CS 5, which are: 1) Adolescent Health; 2) End Violence Against Children and Youth; 3) Stunting Prevention; 4) Youth Employment and Entrepreneurship; 5) Disaster Preparedness and Humanitarian Response; 6) Resilient School; and Youth-led Disaster Risk Reduction and Climate Change Adaptation.
Across the seven thematic programs, Plan Indonesia' will use five (5) approaches Technology and digitalization; Youth agency/Leadership; Resilience/Nexus perspective; Gender and Social Inclusion; and Child Protection.
The Opportunity
The Government Engagement & Child Protection - Safeguarding Specialist will be responsible for leading the technical part of the Safeguarding & Child Protection approach in developing and implementing the programs, projects, and interventions that uphold Plan International standards and mechanisms on Safeguarding & Child Protection. Together with Government Engagement and Child Protection - Safeguarding Lead, this position will also be responsible for the advocacy and networking of Plan Indonesia to influence the policy audience to mainstream evidence-based intervention and to be a credible technical partner of the government and others in ALL areas. S/he will lead internal processes to promote innovation, learn from experience, build capacity, and identify high-impact drivers of change across the region.
Accountabilities for the role
- Strategic Government Partnership
- Support the Government Engagement & Child Protection - Safeguarding Lead in conducting a review and mapping of government partners focusing on the alignment of YPII and government priorities
- Support the Government Engagement & Child Protection - Safeguarding Lead in manages government agreements related to PII projects by working together with relevant managers to develop terms of reference or MoU and conducts regular review and monitoring of implementation
- Keeps informed and abreast on government policies and regulations, related to the Program in YPII
- Government Partnership Management
- Coordinates consultations and dialogues with government partners, including inception and planning meetings together with the Government Engagement & Child Protection - Safeguarding Lead.
- To support the Government Engagement & Child Protection - Safeguarding Lead in coordinating monitoring activities and implementation reports and works closely with Programme and M&E Team for timely submission of Rencana Kerja Tahunan (RKT) / Annual Work Plan Report
- Develop and monitor feedback mechanism to continuously improve YPII's relationship with Government Partners following YPII Guidelines
- Together with the Government Engagement & Child Protection - Safeguarding Lead to facilitate internal YPII team with the government
- Coordinate and facilitate learning to build capacity of government with YPII, play active role to connect Plan International standards, policies and guidelines that could foster partnership and mutual benefit between YPII and government
- Support the internal capacity of YPII on Safeguarding & Child Protection
- Responsible for leading the technical development/ review of Safeguarding & Child Protection in developing high-quality and effective programs, projects, and interventions according to implementation standards and mechanisms that effectively support the achievement of CS 5 of Plan Indonesia also the Global Programme and Influence approach;
- To support Government Engagement & Child Protection - Safeguarding Lead on the implementation and reporting of Assessment of Risk and Mitigation Safe Guarding of Children and Young People;
- To supports quality of performance through providing materials, manuals, guidelines, and tools in different areas of Safeguarding & Child Protection;
- To help ensure child protection components are embedded into the national research agenda and MER frameworks.
- To support human resources to ensure YPII has the right people to support Plan International's values and behaviors by providing capacity-building initiatives.
- To support YPII's marketing, fundraising, and communications materials protect children and young people.
Requirements for the role:
- Bachelor's Degree in one of the disciplines relevant to the following areas: international development, gender, inclusion, human rights, psychology, sociology, international law, or other social science fields;
- Minimum of 3 years of work experience working in development programs/child protection/safeguarding OR having internship/ passionate on development programs/child protection/safeguarding will be considerate
- Excellent communication skills (verbal and writing) in English and Bahasa Indonesia;
- Knowledge of the links between children's rights, gender equality, and NGO development programming practice;
- Demonstrated understanding of child protection and girls' rights issues, contextualized to an NGO and the linkages between the Convention on the Right of Child (CRC), Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), and the Sustainable Development Goals (SDGs);
- Knowledge of safe programming frameworks and their application to child and youth-rights programming, particularly for girls;
- Excellent understanding of the practicalities of designing, implementing, and evaluating high quality programs that fulfill child's rights, with emphasis on promoting gender equality and girls' empowerment;
- Excellent understanding of relevant policy-making processes and institutions on child protection;
- Have experience in designing proposals, guidelines, and standards, monitoring and evaluating safe programming in cross-cutting with gender equality approach;
- Strong teamwork;
- Ability to build internal and external networks across countries;
- Facilitation and training skills for children, young people, and adults;
