Plan International Pacific is composed of three countries namely: Fiji, Solomon Islands and PNG. Suva, Fiji is its Pacific Hub.

The position will support the various DRM projects for Plan International PNG in relevance compliance, monitoring, achieving quality processes and outcomes and overall support of project activities implementation is delivered. Furthermore, the role will also look into providing Communications support for the projects. Lastly, the role will also focus on striving for best practice in child rights, gender equality and inclusion.

ROLE PURPOSE

Provide overall support to the Adolescent Girls in Climate Resilient Disaster Preparedness (AGCRDP) and Australian Humanitarian Partnership Disaster READ 2.0 project activities implementation and project reporting on a timely manner. This also includes supporting the DRM Coordinator with the AHP Disaster READY Country Committee PNG activities. To ensure the smooth functioning of procurement, administration and logistic to support the team on time Meet compliance with Planโ€™s policies and procedures and ensure of transparency for audit purpose and internal check including meeting priorities of gender equality and inclusion, and ensuring compliance with DFAT contractual requirements. Provide support on Communications and Monitoring & Evaluation support for the project activities. Actively participation in humanitarian coordination cluster system, including needs assessments. Support the DRM Coordinator to explore opportunities and maintain partnerships with other organisations, including research institutions, private sector and development organisations.

Project support, implementation and reporting.

Support and execute projectโ€™s day-to-day implementation to improve the efficiency and effectiveness of project activities. Support DRM Coordinator to deliver a range of reports to a high standard; Monitor and advise DRM Coordinator regarding Plan International PNG short/long-term contract with temporary service staff, suppliers, consultants, vehicle rental that support project activities implementation. Regular update the list of suppliers, vendors, consultants. In addition, liaise with Procurement team for the updated list to undergo Anti-terrorism Screening. Liaise with procurement team on the procurement of office equipment, facilities and items for office and projects as requisition ensuring to comply with Planโ€™s policies & procedures. Facilitate transactions via SAP system at project-officer-level requirement and liaise with Program staff, finance/admin, logistic and procurement staff. Note, SAP learning will be part of the staff onboarding process. Support the DRM Coordinator to develop and maintain Procurement Plans. Provide logistic supports (working with the Procurement team) for training, workshop, consultancy and meeting events as required. Support and maintain effective work relationships โ€“ internal and external.

Risk Management Support

Maintain and update projects risk management matrix and liaise with the DRM Coordinator to discuss risk identification and risk mitigation measures.

Communications Support

Develop and implement effective communications activities for DRM projects.

M&E Support

Support DRM Coordinator to uundertake regular monitoring of project sites/beneficiaries. Support DRM Coordinator to monitor, evaluate and report project outcomes.

Safeguarding

Ensure that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

QUALIFICATIONS & EXPERIENCE REQUIRED

Strong understanding of humanitarian assistance, DRR and Climate Change Adaptation (CCA), especially in the Pacific. Relevant qualifications and demonstrated program/partnership management experience in the design, appraisal, monitoring and evaluation of programs in the international development context. Excellent written and oral communication skills, including the ability to produce succinct written reports in English. Sound financial and administrative skills, including budget preparation, monitoring and reporting. Understanding of, and/or experience in, rights-based approaches including child rights, gender and inclusion, Understanding of, and/or experience in, child protection and safeguarding. Meet core competencies (as below), in particular to be an ambassador for Plan, communications and collaboration and leading self and others.
