Terms of ReferenceGeneral Background of Project or Assignment
Throughout 2023, the Education Section of the UNHCR Division of Resilience and solutions (DRS) will coordinate preparation and participation of the Education Alliance in the Global Refugee Forum (GRF) and related high-level events including the 2023 RewirED Summit during COP28. The Livelihoods and Economic Inclusion Unit of DRS is co-hosting the megapledge on Economic Inclusion and Social Protection together with the Refugee Self-Reliance Initiative. The Consultancy will involve coordination of a range of education and economic inclusion stakeholders and the Global Refugee Forum team to develop sessions, craft strategic messaging, and specifically, to produce high quality visibility and advocacy materials, content and related work.

Global Refugee Forum processes are dynamic by nature, and the Consultancy tasks will therefore be evolving and context responsive. The Consultant will be responsible for delivering the following Global Refugee Forum and RewirED Summit Communications- and coordination-related tasks:

a. Contributing to internal and public-facing planning updates, reports, messaging.
b. Information management and coordination of pledge updates and matching processes.
c. Logistics for in-person and online events.
d. Leadership contributions to communication materials and briefs.
e. Reflect deliberations and monitor action items of the Education Alliance and supporting task forces, though periodic updates within the Education Section.
f. Develop products, communications and strategic messaging to link RewirED and GRF processes.
g. Liason with and support to refugee student delegations participating in RewirED and the GRF
h. Participating in meetings/events related to pledging preparations and follow-up.

Overall Purpose and Scope of Assignment
The Consultant should have the following attributes:
a. Excellent English language drafting and communication skills
b. Excellent coordination and process management skills
c. Demonstrated abilities in the development and dissemination of communications materials including thematic pieces, visual and text combinations, briefs and reports
d. Demonstrated ability to deliver high quality products on time and to manage competing priorities
e. Strong grasp of social media platforms, uses, protocols and audiences
f. Strong grasp of UNHCR’s education and economic inclusion work, programmes, partners and approaches.
g. Prior experience in event management (organisation of panels and/or conferences)

These skills will allow the Consultant to support the DRS team and Education Alliance with: coordination of online and in-person meeting leading up to the GRF and RewirED including planning, scheduling, virtual delivery and troubleshooting, participant communication and follow up; delivery of periodic communication tools to support internal and external engagement with refugee education and economic inclusion themes in the lead up to the GRF; contributing to briefing notes, talking points and visibility materials for use at the GRF and RewirED; support implementation of a social media plan for the GRF Education Alliance; producing an outcomes report on refugee education engagement at the GRF and RewirED.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
At least five years of professional experience in a related area.
• Excellent written, communication and presentation skills in English.
• Excellent knowledge of multi-media tools and platforms and their use and management.
• Ability to be flexible and to thrive and deliver in a fast-paced and evolving work environment
• Demonstrated expertise in developing high quality written, social media, presentation, and other content related to refugee education. Candidates should submit examples of prior work as part of the recruitment processes.
• Familiarity with UNHCR’s self-reliance programmes and objectives, which must include education.
• Knowledge of a range of refugee education stakeholders
• Ability to plan, organise and coordinate global events integrating multiple partners and high-level participation to achieve desired outcomes taking into account multiple time zones, languages and formats.
• Strong track record of effective communication across multiple partners.
