Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).

This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.

ROLE PURPOSE

Plan International Liberia has been awarded a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria in Liberia. Plan International has been selected as Principal Recipient to implement the Grant Cycle 7 (GC-7) grants for TB / HIV and Covid 19 Response Mechanism.

To support this grant, Plan International Liberia is seeking a Finance Officer to support financial activities related to a Global Fund grant, with a specific emphasis on overseeing mobile money payments. This position requires a dynamic professional with expertise in financial management, grant compliance, and a thorough understanding of mobile money systems. Your responsibilities will include day-to-day financial operations related to the Global Fund grant, including budgeting, forecasting, and expenditure tracking.

Accountabilities

Treasury management Responsible for the day-to-day management and implementation of mobile money payment processes for grant-related transactions. Ensure the seamless integration of mobile money platforms with existing financial systems. Monitor and analyze mobile money transactions, identifying and addressing discrepancies promptly. Effect Mobile Money Payment to Community Health Assistants/Trained Traditional Midwives/ or other participants as required. Act as a focal point for addressing queries and troubleshooting issues related to mobile money payments. Engage with external partners, mobile money service providers, and relevant stakeholders to foster strong working relationships. Represent the finance department in meetings, workshops, and discussions related to mobile money payment systems. Pay Petty Cash to staff/vendors based on approved petty cash request. Participate in Field payments as the need may be. Safeguard and make sure Petty cash fund is kept safe in the petty cash lockbox. Prepare petty cash control sheet at the end of every week and ensure it is signed off by the Senior Grant Accountant. Ensure that the petty cash fund is maintained at above 50% of allocation and replenished at least once every month.

Accounting and other Compliance related issues. Actively participate in day-to-day financial operations related to the Global Fund grant, including budgeting, forecasting, and expenditure tracking. Collaborate with program team members and implementing partner counterparts to align financial activities with grant objectives. Record all HIV/TB grant staff advance liquidation on time before end of the month Record all HIV/TB Salary related cost in the WBS once Salaries are paid. Record all Bank charges in SAP before the SAP system is close.
