Background and Context
USAID approached WFP with a request to provide logistics services at the Central Medical Store for 10 health programs in Liberia.
The service involves the receipt, warehousing/storage before delivery to hundreds of facilities across Liberia.
The objective of the position is to support effective delivery of finance, budget and administration support services in order to facilitate transparent and efficient utilization of financial resources for the Health Supply Chain Project.
What will you do in this position?
- Support finance officer in regular and ad hoc risk assessments in country office to identify and evaluate risks; contribute to the development and design of mitigation actions; assess effectiveness of the internal controls; and prepare risk information for management to share with external stakeholders.
- Collect information/training needs and contribute to preparing training programs or information sessions for colleagues and partners to enhance understanding of risk management and compliance with WFP policies, rules, regulations, and procedures.
- Support managers to prepare and plan for Internal Audit and External Audits, collect essential documents, organize briefing meetings, and follow up on recommendations.
- Provide procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations.
- Assist in compiling information from various sources to prepare reports related to compliance and finance.
- Support for data and collection for the Business Continuity Management
- Support the development and implementation of financial policies and SOPs and assist in setting up and implementing proper control procedures, systems, and internal controls related to bookkeeping and invoice registrations.
- Follow up on cost-sharing agreements with other UN agencies or Customers and raise the related JVs on time.
- Support for the operational transactions if needed.
- Run proposals for TRCO/NWS payments and coordinate with payment releases to ensure a smooth flow of payments.
- Check and post staff trip documents and park JVs when needed.
- Perform other related duties as required

Education:
Completion of secondary school with a post-secondary Diploma in Finance, Accounting, Business Administration or other related field; a university degree in the same field or an equivalent combination of education and experience would be an asset.
Experience & Knowledge:
- Required minimum 5 years of experience.
- Has experience in compliance. Has experience reviewing and analyzing financial statements.
- Has experience implementing accounting and internal control processes.
- Basic knowledge of internal controls, risk management, and monitoring mechanisms and their applicability to Organization's critical activities.
- Applies knowledge of financial and accounting principles and practices to ensure compliance with WFP policies, applicable procedures, and accounting standards.
- Communication, problem-solving skills, the ability to work in a team
- Fluency in both oral and written communication in the English language (Level C) is required.
