Background/Context

Cameroon is compounded by three conflict-related humanitarian crises in addition to the secondary impacts of the COVID-19 pandemic and cholera outbreaks that have further exacerbated the needs in-country. Incursions by Armed Organized Groups in the Lack Chad Basin have resulted into 136,210 Nigerians seeking refuge in Cameroon, 385,372 Cameroonian IDPs, and 138,152 returnees in urgent need of humanitarian assistance. Cameroonโ€™s Eastern region is still home to over 315,747 refugees from the Central African Republic and the North-West South-West region is witnessing the on-going violence that has led to the displacement of 714,159 Cameroonians.ย 

NRC has been operational in Cameroon since April 2017, and currently has five field offices: Maroua and Kousseri in the Far North, Buea in the South-West, Bamenda in the North-West and Batouri in the East. To provide assistance to people affected by these 3 crises, NRC is implementing 14 projects and is looking for additional funding opportunities in future.ย 

NRC implements programs in WASH, shelter, ICLA, LFS, and Education, and is aiming at developing the Protection from Violence (PfV) CC.

What you will do:

Operational Management:

Responsible for providing effective and efficient support to field-based staff in implementing NRC projects, in close coordination and collaboration with Core competency (CC) Project Managers Responsible for providing timely and methodical updates regarding the context, needs, and trends to the Areaย Manager Responsible for budget management at field office level, in line with the approvedย authorizationย table, and ensuring appropriate burn rates are maintained and that solutions to over/under expenditure areย applied Support the field-based staff, by reporting on potential conflicts of interest, fraud, protection concerns, and any other effects related to NRCโ€™s assistance Support multi-sectoral emergency preparedness and response as required by the context and management

Safety and Security:

Support dedicated NRC safety and security staff in information collection and sharing to ensure the safety of NRC staff andย participants Ensure security guidelines and security risk assessments are implemented and regularly updated for all project locations Ensure proper access negotiation and community engagement is done before any deployment in new project locations

Programย Development:

Ensure all relevant stakeholders are included in the planning and implementation of projects asย appropriate Under the line management of the Area Manager and close cooperation with CC Project Managers/Coordinator, contribute towards drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programย and supportย staff Closely monitor the field implementation and ensure the quality programming along with timely completion of the project's deliverable Under the line management of the Area Manager and close cooperation with CC Project Managers/Coordinator, ensure proper follow-up and coordination of projects under consortium in the Northwest Area

Logistics and Finance:

Ensure appropriate Financial and Logistical NRC systems/ procedures are in place, maintained, and adhered to so that all field office support functions are carried out effectively andย efficiently Responsible for ensuring timely submission of cash forecast to the Areaย Office Responsible for preparation of projected expenditures monthly (cash book management) Responsible for accurate budget control and overall responsibility for financial management at the project site in line with active projects

Human Resource and Administration Management:

Plan staff requirements and, as agreed with the Area Manager Responsible for appraisals as per NRCโ€™s standard requirements andย procedures Ensure all new team members are adequately briefed on arrival in theย field andย departing team members areย debriefed Responsible for facilitating capacity development and training of all personnel and ensure that all staff have done their mandatory training

Responsible for attending meetings and coordination fora, representing NRC strictly within the limit set out by the Area Manager Act as the main point of contact for NRCย withย members of the public, beneficiaries, local authorities, I/NGOs, consortium and any other persons orย organizations at field level In line with NRCโ€™s standards, ensure communication plans are implemented, stakeholders are informed on NRCโ€™s activities, and theย organizationย is well accepted byย communities In charge of producing weekly and monthly reports, flash reports and any other reports as requested by the Area manager

What you will bring:

Bachelor's Degree in social science, Public Administration, Business Administration, Economics, Business Management, and other related fields At least 3 yearsโ€™ experience in a similar role in a humanitarian and/or recovery context Strong understanding of humanitarian response architecture, particularly in terms of emergency response and humanitarian protection Previous experience working in complexย contexts Demonstrated experience and understanding of Management and Project Cycle Management inย general. Good leadership and management skills Fluency in Englishย and french(bothย written andย verbal) Knowledge of Pidgin

Context/specific skills, knowledge and experience:

Knowledge of the context in the North West and South West Regions Experience in support functions such as Logistics, Finance, or HR is an advantage Experience in context analysis and humanitarian needs assessment, project monitoring and evaluation, and programย development Experience in coordination and representation, including with local authorities, I/NGOs, andย communities Ability to build relationships quickly with a wide range of people, both internally and externally Strong ability toย organizeย a substantial workload comprised of complex, diverse tasks, and responsibilities Excellent communication skills
