  1. Role and responsibilities

    The Project Officer will support the education emergency response implementing education and PSS activities for both Libyan and non-Libyan children and adolescents (formal and non-formal education) under supervision of the Education Project Manager. Activities include but not limited to; NRC Better Learning Programme (BLP), teacher professional development, non-formal education classes, adolescent girls/boys clubs, outreach activities.

    The Project Officer will support the day-to-day implementation of activities according to work plans and support project technical assistants and incentive teachers in line with programme objectives.ย

  2. Adhere to NRC policies, tools, handbooks, and guidelines.
Strict adherence to the NRC Code of Conduct Implement the education project according to the plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents. Promote and share ideas for technical improvement. Ensure capacity building of project staff and transfer key skills. Liaise and collaborate with relevant local authorities and other key stakeholders. Make decisions on the ground with limited or remote supervision.

Specific responsibilitiesย 

Facilitate the implementation of the education emergency response plan, following the guidance of the Project Manager Conducting and/or coordinating needs assessment to identify needs and gaps of children and youth Contextualizing and distributing Learning kits or School material for keeping on learning Regularly travel to the field to support education, recreation and psychosocial support (PSS) activities, remedial classes, life skills activities and parents engagement activities Implement and deliver teacher training for formal school teachers and incentive-based volunteers according to NRC teacher professional development package and work-plans. Contributing to the promotion of the youth programming in the area Monitor project implementation for education activities (remedial classes, basic literacy and numeracy, life skills, parents engagement, PSS, youth etc.) as outlined in work-plans and in line with the program objectives and ensure data collection as per data SoP. Input into the development of monthly activity work plan of education programme activities and supervision of implementation. Prepare and monitor payments for incentive-based volunteers in a timely manner and ensure proper follow-up with support functions. Monitor purchase requests and conduct quality checks for purchased items as assigned by line manager and ensure proper follow up with logistics and field teams. Promoting the right to education, even in emergencies Any other task relevant to the position as requested by line manager.

Context/ Specific skills, knowledge, and experience:ย 

Understanding of the circumstances, needs and challenges Libyan and non-Libyan children and adolescents face.ย  Knowledge of the basics of child protection and/or psychosocial support. INEE minimum standards. Experience working with children and adolescents through education, recreation, and psychosocial support (PSS) activities. Experience working with children and/or educators; Ministry of Education (MoE)-level experience are desirable. Strong organizational skills and teamwork skills, good computer skills in Microsoft office (MS Excel, Word, and outlook). Written and spoken fluency in Arabic; proficiency in English.

We are looking for a candidate with a minimum of 2 years of experience working in education or child protection project implementation with a strong understanding to the education context in Libya. Previous experience working with Ministry of Education (MoE) is an asset.
