Background:
FHI 360 is seeking qualified candidates for a DCOPโPrograms position for the USAID-funded Feed the Future (FTF) Ethiopia Community Nutrition Activity (ECNA). This activity will build upon a long tradition of USAID nutrition funding in Ethiopia and will focus on enhancing multisector coordination and accountability; and improving nutrition practices and health-seeking behaviors and delivery of quality nutrition services within USAIDโs FTF zone of influence. This will be a full-time position based in Addis Ababa for a duration of five years.
Job Summary:
The incumbent will oversee program delivery through four to five regional managers and both local and international implementing partners. The DCOP-Programs will report to the Chief of Party and supervise a team of regional managers based within ECNA sub-offices. The DCOP-Programs will provide strategic direction and operational oversight for the development and implementation of regional work plans and budgets in close collaboration with the DCOP-Technical. The incumbent will coordinate donor reporting and facilitate cross-sharing and documentation of key achievements, best practices, lessons-learned and effective adaptations across regions and clusters in the FTF zone of influence.
Accountabilities:
Overall leadership for program implementation
- Provides leadership for the delivery of program activities according to the terms of the cooperative agreement and in compliance with donor, government and FHI 360 regulations.
- Establishes systems for the periodic review of program implementation across the regions and facilitates necessary mid-course corrections in close collaboration with technical teams.
- Defines strategic direction, including the development and continual refinement of frameworks, approaches, tools and monitoring and evaluation approaches to achieve results.
- Ensures oversight and quality assurance for program activities and provides capacity building, support and oversight for regional managers and implementing partners.
- Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career support.
- Supervises the Emergency Preparedness and Response Coordinator (EPR) and ensures that all regional sub-offices have current EPR plans in place.
- Performs other duties as assigned.
Reporting and knowledge management
- Guides regional managers and partners in the preparation of annual work plans and budgets and closely monitors program performance, expenditures and burn rates.
- Ensures high quality program deliverablesโincluding work plans and donor reportsโare developed, submitted, and approved on schedule and within budget parameters.
- Supports programmatic knowledge management and facilitates cross-sharing across regions, including the documentation of success stories, best practices and lessons learned.
Partnership management and networking
- Cultivates constructive working relationships with counterparts within the Ministry of Health and Regional Health Bureaus.
- Represents the project in relevant health and nutrition program platforms.
- Participates in periodic regional workshops and events and monitors follow-up actions.
- Strengthens the capacity of sub-offices to cultivate strong partnerships with key stakeholders according to the local context to reach the project goals and sustain results.
- Develops partnership strategy with the technical team and monitors its implementation across the projectโs sub-offices.

- Leads coordination of resources for ongoing projects across functional areas and addresses/ resolves issues.
- Typically reports to Chief of Party.
Education:
- Master's degree or its international equivalent in public health, nutrition, or related field.
Experience:
- Minimum of 12+ years of relevant experience in project management.
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated experience in leading and managing complex health and nutrition projects that are strategic in nature and national/international in scope.
- Proven track record in building strong partnerships with the ministry of health and other government counterparts, donors, and implementing partners.
- Experience working in complex environments and managing diverse teams to deliver impact.
- Experience managing and implementing USAID-funded health and nutrition programs, preferably within Ethiopia, including proficiency in USAID rules and regulations a significant advantage.
- Strong communication and interpersonal skills.
- Relevant computer software skills (at a minimum, the standard applications in MS Office).
- Willingness to undertake frequent travel to regions to provide operational oversight and cultivate partner relationships.
- Oral and written fluency in English.
