Background and Organizational Context

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025, UNHCR will become a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect, include and empower them. The Global Data Service (GDS) translates UNHCR’s data vision and strategy across the organization, through direct and indirect service delivery, coordination and collaboration, and advocacy to and with internal and external UNHCR stakeholders.

The Data Policy Associate will report to the Senior Data Policy Officer in the Norms & Standards Section (NSS) of the Global Data Service (GDS). In consultation with relevant HQ Divisions and Entities, NSS develops and/or coordinates the development of policies, guidance and standards for operational data in order to promote effectiveness, predictability, interoperability and coherence across UNHCR. As the location of the UNHCR Data Protection Office, NSS advances the concepts of data privacy by design and by default, and supports, advises and monitors the implementation of UNHCR’s data protection and privacy framework. Through its Capacity Development Unit, NSS supports UNHCR’s efforts to strengthen data literacy and data culture across the organization. The NSS DIMA Coordination & Support Unit provides support and guidance to Data, Identity Management and Analysis Units (DIMAs) in Regional Bureaux, and enables effective collaboration between DIMAs and between HQ and DIMAs. The Section also has a presence in New York to ensure UNHCR’s engagement and representation in inter-governmental and inter-agency processes in the UN Headquarters. Finally, NSS serves as the key advisor in GDS on topics such as data responsibility, data governance, open data, and risk management. Through these portfolios, NSS contributes to achieving UNHCR’s wider vision and objectives set in the Data Transformation Strategy.

Duties and Responsibilities

• Support activities related to the development, revision, communication and monitoring of organizational policies, guidance, norms and standards related to operational data, as well as external guidance and agreements.
• Apply and promote the use of standard procedures within the GDS for the development and review of official and non-official guidance, in consultation with the policy team in the Transformation & Change Service (TCS)
• Participate in NSS activities to support DIMA Units, including by enabling effective communication and collaboration between HQ and DIMA Units; planning, delivering and documenting HQ-DIMA meetings; and managing requests from HQ Divisions & Services for engagement with DIMAs
• Support and coordinate the development and maintenance of NSS products on community platforms, notably the Data Community Hub
• Support the development of communication products and documents, such as concept notes, briefing notes, presentations, and content for communities of practice on Teams, SharePoint and the Intranet
• Provide support services to UNHCR data governance structures, coordination fora and regular meetings
• Liaise with external partners in the context of bilateral collaborations and inter-agency meetings
• Support effective communication and collaboration within NSS, as well as between NSS and other GDS Sections and HQ entities
• Support NSS and GDS reporting requirements, e.g., by tracking activities and coordinating inputs
• Support information and knowledge management within the Section
• Perform other related duties as required.

Essential Minimum Educational Level, Qualifications and Professional Experience

Training/professional certificate in the following fields:

Business Administration Social Science Law
International Relations Political Science Public Policy
Economics Statistics Demography
Data Science Information Management Development
Communication Information Technology or other relevant field

Required Experience
• 3 years' relevant experience with High School Diploma; or 2 years' relevant work experience with Bachelor or equivalent or higher
• Relevant work experience in the area of developing, implementing and/or monitoring policies, guidance, standards and/or norms
• Demonstrated experience in drafting documents such as policies, standards, guidance, presentations, reports, and/or learning materials
• Demonstrated data literacy, especially the ability to derive information from data and present evidence to decision-makers, along with conclusions and recommendations
• Experience in designing, planning and managing projects and consultation processes with multiple stakeholders and milestones
• Experience in engaging with internal and external stakeholders.

Desirable Experience
• Humanitarian work experience in the field, a regional office or HQ
• Policy experience in the humanitarian, development, peace or political field
• Experience in providing guidance, advice and recommendations based on policies and standards
• Practical experience with the phases of the data management lifecycle and associated standards, processes, methods, systems and tools.

Key Competencies

Required:
• Good understanding and awareness of UNHCR’s mandate and operations, and associated policies and principles
• Basic understanding of humanitarian data and its associated concepts, systems, processes and tools (UNHCR or inter-agency)
• Strong drafting skills in English
• Strong project management skills, including organizational, planning, communication and coordination
• Ability to design, plan and implement multi-stakeholder consultation processes
• Ability to address multiple tasks in a courteous and service-oriented manner in demanding working conditions that often have short deadlines and shifting priorities
• Ability to effectively present complex information to all levels of management
• Strong inter-personal skills and team orientation, with a demonstrated capacity to work collaboratively in a high-paced environment
• Ability to use Microsoft Office Suite applications, including Office 365 collaboration tools (MS Teams, SharePoint)
• Fluency in English.

Desired:
• Exposure to UNHCR-specific and humanitarian data and information management systems such as PRIMES applications, KoBo and PowerBi.
• Knowledge of data protection and data responsibility concepts, approaches, and practices
• Good data visualization and presentation skills
• Basic knowledge of statistical methods and tools
• Knowledge of another UN working language.

Location and Conditions
