Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.
Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).
This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.
ROLE PURPOSE
We are seeking experienced and passionate individuals to join our team as County TB and HIV Program Officers. This position is part of a three-year grant funded (pending availability of funding) by the Global Fund in Liberia. The County TB/HIV Program Officer based in assigned county or one of the assigned counties and will be responsible for coordinating and overseeing the TB and HIV program activities of the assigned county (ies). The County Program Officer will work closely with health facilities, CHSS, various service providers and community organizations, to ensure timely implementation of activities and achievement of program objectives within budget.
The Project is led by Plan International Liberia, the Principal Recipient (PR) for the HIV and TB grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) to support National Aids Control Program response to AIDS epidemic and National Tuberculosis and Leprosy Control Program (NLTCP) towards TB elimination.
Dimensions of the Role
The County TB/HIV Program Officer, under the technical supervision of TB/HIV Program Officer and TB/HIV Specialist will play vital role in ensuring the implementation of the projectโs county-level activities in line with the project work plan, results framework and budget. The key focus will be establishment, organization and daily support to local CHW and CHSS, local health facilities and local service providers. The Officer will be responsible for engaging communities, beneficiaries, to ensure quality implementation of the project. This will include a leading role in the community entry, identification of beneficiaries, target communities and maintaining project's relationship with local stakeholders. Other specific responsibilities include but not limited to the following:
- Lead the implementation of project's activities in the target communities and county(ies).
- Responsible for cascading activities fro the main DIP to local DIP to enable planning, monitoring and reportiing at the county level.
- Plan for, schedule, send out invitation and host local meetings, including training project review, site vistis and audit meetings.
- Fully understand donor compliance requirements and ensure that all activities and expenditures at the county level are eligible for donor and/or match funding.
- Collaboratively work with TB/HIV Program Officer to develop activity SOPs and ensure local contextualization.
- Prepare bi-weekly implementation progress reports, including expenditure details and plans for following fortnight.
Accountabilities
The County TB/HIV Program Officer is required to provide update on the day-to-day activities of the project at his/her assigned locations. It is expected that the Officer will exercise maximum trust and honesty in conducting the affairs of the roles and responsibilities assigned.
- Overall responsibility for effective and efficient coordination of the Global Fund TB/HIV project activities at the county level by providing direct technical and programmatic support to local implementing partners.
- Responsible for maintaining and updating the county level key documents including their Detailed Implementation Plans (DIP), project calendar, Gender Equality Action Plan and training plans.
- Lead the implementation of county level project activities, ensuring adherence to project work plans, timelines, budgets and SOPs.
- Schedule project activities confirming meeting venues, drafing invitations and ensuring appropriate room set-up.
- Work in partnership with TB/HIV Program Officer to plan for and facilitates local training workshop.
- Prepare activity reports and submit within the specified dieadlines , providing appropriate commentary for any progammatic and financial variances.
- Verify and collect re-imbursement support documents from eligible meeting participants, ensuring compliance with financial requirments for payment.
- Prepare and submit activity plans and related budget to support the disbursement request.
- Collect, review and analyze all data prior to submitting to TB/HIV Program Officer and M&E Officer.
- Monitor the performance of local Service Provider and prepare performance report with recommendations for improvment
- Support/push for County level data collection, review and analyze submission to through the national system or to Plan (PR)
- Ensure non-stigma and discrimination throughout TB/HIV program.
- Ensures that Plan Internationalโs global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโs Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Technical expertise, skills and knowledge
- Good level of proficiency in Windows Excel and quantitative analysis
- Ability to design simple work plan, revise work plan and produce progress report at all times
- Demonstrated ability and capacity to explain the project

- Experience in a government, non-governmental organization or in the United Nations (desirable).
Essential
- University degree in Social Sciences, Health, or related field;
- Minimum [3] years of experience in monitoring and evaluation
