The Haiti Country Office, operating under an ongoing emergency situation, has declared a Corporate Scale-up Emergency that has recently transitioned to Corporate Attention. In response to the heightened food insecurity and increased internal displacements caused by high insecurity, the office remains highly active in its operations. Within this challenging context, the Haiti Country Office is deeply committed to safeguarding the well-being of all affected populations, with an emphasis on ensuring protection and security for the most vulnerable groups.

The newly approved WFP Haiti CSP 2024-2028 puts a strong emphasis in the importance of ensuring protection of beneficiaries and people affected by the violence crisis as well as climate disasters, guaranteeing their safety, ensuring that the rights mechanisms are in place to report any issue in receiving assistance and that WFP empowers the Haitians.

To realize these objectives, the recruitment of a dedicated NOA Programme Policy Officer specialized in protection and accountability to affected populations is of paramount importance. This officer will be instrumental in formulating and executing strategies, policies, and initiatives aimed at ensuring the protection and meaningful access to essential services for those affected. Collaborating closely with government entities, local stakeholders, and partners, the officer will strengthen coordination efforts and integrate protection considerations across the organization's interventions.

JOB PURPOSE:

Coordinating and providing technical support for the country officeโ€™s efforts to integrate protection in its programmes in line with WFPโ€™s policy on protection and informed by the protection manual.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  1. Programme support to integrate protection:
    • Lead and regularly update context and protection risk analysis and diversity mapping;
    • Advise the country office and cooperating partners on implementation of mitigating measures in operations and appropriate adjustments to ensure inclusion of most vulnerable and at-risk categories and to avoid GBV and other protection risks;
    • Provide strategic and technical support for the mainstreaming of protection across WFP operations in the country;
    • Support the country office and cooperating partners to integrate protection in assessments, monitoring, evaluation, and reporting tools;
    • Contribute to the design and implementation of approaches related to information provision, community consultation, feedback and complaints mechanisms;
    • Develop tools for protection integration as needed;
    • Support the update and roll-out of the community engagement action plan.
      1. Capacity strengthening:
        • Develop and implement a capacity building strategy on protection, inclusion and community engagement for cooperating partners and WFP staff;
        • Document lessons learned and best practices in protection risk analysis, mitigation and integration;
        • Disseminate WFP corporate guidance on Protection, Inclusion, AAP.

          1. Partnerships and interagency collaboration on protection;
            • Represent WFP in interagency fora on protection;
            • Promote partnership with and cross-learning from cooperating partners on integrating protection in food security activities.
            • Liaise with protection partners on analysis, capacity development, referral procedures and pathways.

              OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):

              • Ensure adequate reflection and integration of intersecting vulnerabilities in all reporting and knowledge management activities and formulate actionable recommendations to integrate these in WFP programming.
              • Establish partnerships with affected populations directly, and relevant representative groups, for AAP including with people with disabilities, organisations of disabled people, women, womenโ€™s civil society groups, youth, youth representative groups, ethnic and religious minorities and their representative groups, amongst others with a particular focus on ensuring meaningful inclusion of marginalized groups in informing decisions made by WFP throughout its activities.
              • Through user-focussed learning methodologies, design and rollout an AAP capacity strengthening agenda for WFP and cooperating partner (CP) staff.
              • Support the development of project concept notes and/or proposals in consultation with or participation of affected populations to pursue new funding opportunities.
              • Contribute to advocacy efforts across the office to bring the voices of affected populations to centre of decision-making processes.
