We are currently seeking qualified candidates for the position of Capacity Building Manager for an anticipated multiyear USAID-funded project aiming to improve the access, quality, and management of primary health care in the provinces of South Sulawesi and East Java, Indonesia, by scaling up an approach to improving health governance, strengthening learning, and engaging communities and civil society in primary health care (PHC). The Capacity Building Manager will manage organizational development for USAID Prime partner.
This position is based in Jakarta, Indonesia and will involve travel to South Sulawesi and East Java.
Contract Duration: 1 year with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.*

Position Summary:
The Capacity Building Manager will work under the direction of the FHI 360 Portfolio Director and the Prime Contract Team Leader. He/she will play a pivotal role in driving organizational growth through the enhancement of capacity-building initiatives. In line with USAID localization approach, he/she will be responsible for designing and implementing tailored training programs for the program stakeholder, fostering a culture of continuous learning, monitoring consultants in providing technical assistance and ensuring the development of staff and partners to meet organizational and programmatic objectives effectively.
Key Responsibilities:
Provide leadership to organization capacity strengthening activities covering technical aspects, operational planning, implementation of the project; ensuring clarity over plans and priorities; and encouraging effective team-work;
Develop an overall capacity-building strategy that will sustainably enhance the capacity of the Prime Partner and sub-national branches, partners, and stakeholders;
Lead the design, development, and delivery of capacity-building initiatives tailored to the needs of staff, partners, and stakeholders;
Develop scope of work for consultants in providing technical assistance to the Prime Partner.
Incorporate participatory methodologies, and innovative approaches to maximize training effectiveness.
Prepare guidelines and oversee implementation of social accountability tools for improved primary health care services;
Contribute to regular monitoring and evaluations to measure progress and identify areas for organizational and programmatic improvements;
Develop metrics and indicators to assess the impact and effectiveness of capacity-building interventions;
Establish mechanisms for capturing, documenting, and disseminating knowledge to enhance organizational learning.
Collaborate with external partners, including donors, government agencies, and other stakeholders, to leverage resources and expertise for capacity development initiatives.
Build and maintain effective partnerships to support the sustainability and scalability of capacity-building efforts.
Works closely with FHI 360 staff in the Asia Pacific Regional office to provide regular updates.
Minimum Requirements:
Bachelor's degree in a relevant field (e.g., international development, organizational development, human resources) required; advanced degree preferred.
Proven experience with at least 8 years for bachelor's degree and at least 6 years for master's degree in designing and implementing capacity development initiatives in the international development context.
Prior experience in developing training guidelines and handbooks.
Understanding of local governance and primary health care are preferred.
Strong understanding of instructional design methodologies, and training evaluation techniques.
Excellent facilitation, communication, and interpersonal skills with the ability to engage diverse audiences effectively.
Demonstrated ability to work collaboratively in a cross-cultural environment and build partnerships with stakeholders.
Excellent communication skills and proficiency in both written and spoken Bahasa Indonesian and English are essential.
