Background:

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is seeking an experienced consultant to provide technical assistance towards the development and maintenance of the website and platforms necessary to support ODIHRโ€™s hate crime reporting mandate.


The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR has been mandated to serve as a collection point for information and statistics on hate crime and on tolerance and non-discrimination issues. This has been done since 2014 through the Hate Crime Reporting website (HCRW) and Hate Crime Incident Database (HIDB) used to process data for publication on the website. In addition, a number of platforms are used to securely store and organize data collected as part of the Hate Crime Reporting (HCR) process, including a SeedDMS document management system and a SuiteCRM contact database. The HCRW, HIDB and related platforms are managed by ODIHRโ€™s Tolerance and Non-Discrimination Departmentโ€™s (TND) Web and Information Management (WIM) team.

Objective of Assignment:


TND requires a web development and maintenance consultant to a) provide day-to-day technical assistance and advice to the WIM team in relation to the HCRW, HIDB, and other platforms, and b) act as the WIM teamโ€™s point person for co-ordinating the work of the developing company contracted to further develop the HCRW and HIDB in 2023. The consultant must be familiar with the HCRW, HIDB and ODIHRโ€™s Hate Crime Reporting process and needs. The consultant will ensure that the website and related platforms operate without interruption, support the implementation of development work performed by the developing company, identify bugs, propose improvements, and perform other tasks as required.

Duration of Assignment:

The consultant will work up to a total of 28 days between end of May and 31 December 2023. The consultant is expected to work up to 16 days by 31 August 2023, and work the remaining 12 days between 1 September and 31 December.

Provide technical assistance to ensure the uninterrupted functioning of the HCRW, HIDB and related platforms. This includes, but is not limited to, setting up and renewing security certificates across all platforms, customizing settings on the HCRW and HIDB, and assisting in developing and applying changes to HCRW pages under development; Undertake rigorous and controlled testing of page updates, security updates and bug fixes; Review and advise the WIM team on UI/UX improvements proposed by the developing company, and suggest development modifications and functionalities; Monitor and update technical documentation related to the management of the HCRW, HIDB and related platforms; Communicate and co-ordinate between the WIM team and the developing company, and participate in meetings; and Conduct other tasks as indicated by the TND Associate Web Editor.

Necessary Qualifications:

University degree in information technology, computer science, web development or related field; additional experience can compensate for university degree; Minimum six years of relevant professional experience in IT project management/ web development, notably experience with managing large databases and servers; Meticulous attention to detail, good analytical skills, and development in accordance with industry best practices and W3C standards; Ability to effectively prioritize and manage multiple tasks to meet deadlines and experience working as part of a team; Extensive knowledge of PHP, MySQL, server-side hosting environments, XHTML, XML, CSS and JavaScript; Extensive experience working with governments, public institutions or international organizations; Demonstrated understanding of the principles of website responsiveness, in particular in relation to gender mainstreaming and diversity issues; Strong written and spoken communication skills in English; fluency in Russian would be an advantage.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
