Background:
The textile industry in Tajikistan plays a crucial role in economic development but faces significant challenges, including limited access to modern technologies, low awareness of global market trends, and a shortage of skilled professionals, which hinder its growth and international competitiveness. To address these challenges, the Government of Tajikistan has prioritized the development of the textile sector in its National Development Strategy until 2030 (NDS-2030), the State Program for Export Development (2021-2025), and the State Program on Womenโs Economic Empowerment (2023-2027). These strategic frameworks emphasize enhancing the quality and competitiveness of domestic goods while fostering inclusive economic opportunities, particularly for women, who form a significant portion of the textile workforce.
In support of these goals, the POiD will cooperate with the local textile hub - TechXtile Hub of Excellence, to introduce vital international expertise to Tajikistan's emerging textile industry.
In this regard, the POiD is planning to hire one international expert specializing in development of strategic and operation guidelines online for one month. The assignment will be carried out in three phases:
First phase, the international expert will work remotely for one month to develop strategic and operational guidelines for local textile entities, aimed at improving quality standards, internal processes, and workforce development. In the second phase, the expert will travel to Dushanbe to conduct a two-week onsite masterclass, delivering practical training based on the developed modules. Third phase, the expert will finalize the assignment by submitting a comprehensive report summarizing the outcomes, training feedback, and recommendations, along with all supporting materials and tools.
Objective of Assignment:
The international consultant will support and optimize operational processes, and design and deliver a training programme for the local textile hub.
Duration of Assignment:
Twenty five working days, in the period from October to December 2025.
Tasks and Responsibilities:
Under the overall supervision of the Acting Head of the Economic and Environmental Dimension Department, the successful candidate will be tasked with the following duties:
Phase 1: Development of strategic and operational guidelines (12 days).
Operational Optimization (Phase one, off-site, 4 days):
Conduct a thorough assessment of internal operational workflows, including accounting, logistics, document circulation, communication systems, production processes, and technical documentation; Identify inefficiencies and provide actionable recommendations for improving organizational performance and sustainability; Develop templates, process maps, and guidance documents to support robust operational management practices;Development of an Express Training Course (Phase one, off-site, 4 days):
Design a 6โ8 week intensive training program to rapidly build foundational skills in garment manufacturing; Refine the course structure, including module content, session themes, scheduling, assessment methods, and completion criteria; Align the curriculum with industry demands and ensure pathways for job placement upon completion;Human Resource Capacity Assessment (Phase one, off-site, 4 days):
Analyze the existing human resources pool, including trainers, coordinators, and mentors; Provide strategic recommendations for capacity building, workforce optimization, and talent deployment; Propose a system for monitoring, evaluating, and enhancing staff performance and professional development;Phase 2: Delivery of onsite masterclass training in Dushanbe (10 days).
Standardization and Quality Assurance (Phase two, on-site, 5 days):
Review and audit existing training materials, methodological guides, and curricula; Recommend steps for standardizing content and instructional approaches across programs; Develop or revise mechanisms for internal quality assurance and feedback collection from trainees to improve learning outcomes;Delivery of onsite masterclass training in Dushanbe (Phase two, on-site, 5 days):
Phase 3: Submission of the final report with all supporting materials (3 days).
Reporting and Deliverables (Phase three, off-site, 3 days):
Submit a comprehensive analytical report for each of the four thematic components, presented in Word or PDF format; Provide visual tools (e.g., tables, charts, process diagrams) to complement the analysis where applicable; Conduct a Training of Trainers (ToT) session for the organizationโs staff and teaching personnel to ensure sustainability of outcomes.For more detailed information on the structure and work of the OSCE Programme Office in Dushanbe, please see: https://www.osce.org/programme-office-in-dushanbe
Necessary Qualifications:
University degree in organizational development, education, business administration, industrial management, social sciences, or a related field; Alternatively, minimum of 7 years of professional experience in operational consulting, vocational education, training program development, or workforce capacity building; Proven experience in conducting organizational assessments, workflow analysis, and optimization of internal processes in educational or production institutions; Demonstrated expertise in designing and implementing vocational or express training courses, preferably in technical or craft-based sectors such as garment production; Experience working with labour market stakeholders (factories, vocational schools, employment agencies) to align training programs with real-world employment needs; Strong knowledge of staff performance evaluation, HR development strategies, and institutional capacity-building; Experience in developing quality assurance systems, including internal monitoring, evaluation frameworks, and learner feedback mechanisms; Ability to prepare high-quality analytical reports, training documentation, visual process tools, and ToT (Training of Trainers) materials; Excellent communication and facilitation skills, including delivering workshops and capacity-building sessions to diverse groups; Professional fluency in Russian, with strong writing and presentation skills; knowledge of English is an asset; Familiarity with gender-sensitive and inclusive training approaches, and understanding of educational program standardization frameworks is an advantage. Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
