Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience.
Experience:
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

Tasks and Responsibilities
Under the guidance of the Head of Presence and the direct supervision of the Deputy Head of Presence, the successful candidate will be tasked with the following duties:
1. Managing the performance and programme development of the department based on the national context, international standards and best practices, OSCE commitments and senior management guidance;
2. Overseeing the development and management of extra-budgetary projects to supplement annual project work, and assisting in attracting the necessary funding from OSCE participating States and other donors;
3. Managing the departmentโs human resources with direct supervisory responsibilities for currently four staff and overall management responsibility for the performance and development all the departmental staff;
4. Advising senior management on thematic issues relevant to the work of the department;
5. Developing and maintaining close relations with key national and international partners on the ground as well as with relevant OSCE colleagues at the Secretariat and other Executive Structures;
6. Representing the department and the Presence, as appropriate or delegated, in national and/or international meetings and fora;
7. Ensuring the quality of all briefing and reports produced by the department;
8. Supporting senior management and other colleagues in maintaining institutional health and an environment of professionalism, respect and equality;
9. Performing other duties as assigned
