1. General Background
Ecuador es parte de la Convenciรณn de las Naciones Unidas de 1951 sobre el Estatuto de los Refugiados y su Protocolo de 1967, asรญ como de los principales instrumentos internacionales y regionales de derechos humanos que reconocen el derecho al asilo. Tambiรฉn es parte de la Convenciรณn de las Naciones Unidas de 1954 sobre el Estatuto de los Apรกtridas y de la Convenciรณn de las Naciones Unidas de 1961 para Reducir los Casos de Apatridia. El procedimiento de asilo en Ecuador estรก regulado por la Ley Orgรกnica de Movilidad Humana, vigente desde el 6 de febrero de 2017.
Ecuador es el paรญs que ha reconocido a la mayor cantidad de personas refugiadas en Amรฉrica Latina.
Hasta abril 2021, 70.452 personas han sido reconocidas como refugiadas, mรกs del 97% de ellas son de nacionalidad colombiana. Ademรกs, es el tercer paรญs de destino de poblaciรณn refugiada y migrantes venezolana, luego de Colombia y Perรบ, y se estima que albergue alrededor de 500.000 personas segรบn estimaciones del Grupo de Trabajo para Refugiados y Migrantes del Sistema de Naciones Unidas.
La operaciรณn del ACNUR en el Ecuador iniciรณ en el aรฑo 2000, como parte de la estrategia de la organizaciรณn para proteger y brindar asistencia, particularmente, a las vรญctimas del conflicto colombiano.
La operaciรณn tiene como objetivo el brindar apoyo al Gobierno Ecuatoriano para: (i) el desarrollo de mecanismos de protecciรณn, (ii) el fortalecimiento de sistema nacional de asilo, (iii) y la identificaciรณn de soluciones duraderas para los refugiados. ACNUR tiene su oficina central en la ciudad de Quito y con
presencia en las provincias de Esmeraldas, Sucumbรญos, Guayas, Manabรญ, Pichincha, Imbabura, Carchi, El Oro, Azuay, Tungurahua.
ACNUR Ecuador trabaja en estrecha colaboraciรณn con autoridades gubernamentales, organizaciones no gubernamentales y comunidades para brindar protecciรณn y soluciones sostenibles ante la continua llegada
de poblaciรณn colombiana y venezolana en necesidad de protecciรณn internacional. ACNUR tiene como objetivo diseรฑar mecanismos de respuesta que alivien la presiรณn sobre las comunidades de acogida, promuevan la autosuficiencia de las personas de interรฉs y permitan el acceso a soluciones como la integraciรณn local y el reasentamiento.
Mejorar los medios de vida a travรฉs de la inclusiรณn econรณmica es un componente clave para lograr resultados de protecciรณn y soluciones para las personas refugiadas. La inclusiรณn econรณmica implica el acceso a los mercados laborales, finanzas, emprendimiento y oportunidades econรณmicas para todos,
incluyendo a las comunidades de acogida. La inclusiรณn econรณmica contribuye a que las personas refugiadas puedan reconstruir sus vidas con dignidad y en paz. En este trabajo, el ACNUR identifica alianzas con el sector privado para diseรฑar programas y adaptar servicios que mejoren el acceso y amplรญen las oportunidades de las personas refugiadas y migrantes tanto en el mercado laboral como en el emprendimiento, de una manera sostenible y como contribuciรณn real en la economรญa local y nacional.
Considerando que Cuenca es el polo de desarrollo productivo del sur de Ecuador y la primera ciudad del paรญs en cuanto a densidad industrial de manufactura (primera ciudad en cuanto a industria per cรกpita del Ecuador), y debido a la concentraciรณn de poblaciรณn bajo el mandato de ACNUR, a partir del aรฑo 2021 la Unidad de Terreno Cuenca intensifica la atenciรณn y respuesta ante las necesidades de las personas refugiadas y migrantes en tรฉrminos empleabilidad.
Con la finalidad de contar con una posiciรณn estratรฉgica que pueda continuar ampliando las oportunidades en la ciudad de Cuenca, y asegurar asistencia tรฉcnica y apoyo a localidades cercanas, el ACNUR busca una persona comprometida con los principios humanitarios y con experiencia laboral funcionalmente relevante en la integraciรณn local y los medios de vida y la inclusiรณn econรณmica.
El/la candidato/a debe analizar, adaptarse y trabajar eficazmente en una variedad de situaciones, a menudo en condiciones exigentes, y hacer frente a lo imprevisto o inesperado. Tambiรฉn se requiere espรญritu de equipo, asรญ como rendimiento orientado a resultados. Es muy deseable tener experiencia
previa en implementaciรณn de iniciativas para el emprendimiento y empleo inclusivo desde un enfoque de edad, gรฉnero y diversidad. Finalmente, la posiciรณn demanda competencias de generaciรณn de alianzas y coordinaciรณn con actores sociales, academia, sector privado, ONGs y gobierno.

The recommended candidate(s) will be required to provide the proof of vaccination prior to recruitment.

Standard Job Description Senior Livelihood and Economic Inclusion Officer Organizational Setting and Work Relationships The Senior Livelihood and Economic Inclusion Officer is expected to oversee and align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals. Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (POC), including through follow-up on pledges made through the 2019 Global Refugee Forum. Contributing to this global roll-out of the GCR, the Senior Livelihood and Economic Inclusion Officer, with support from the Regional Bureaux and the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), aims to achieve the following objectives: 1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service; 2) seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and 3) enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes. The incumbent provides advice and guidance to program/project design and management of livelihoods and economic inclusion interventions in the Area of Responsibility (AoR), analyses the progress in this domain and enhancement of teamwork and capacity building. S/he will be responsible for ensuring full coordination and economic inclusion of refugees in livelihoods programs, including through exploring new livelihoods opportunities and partnerships The Senior Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration. The incumbent will play a lead role in formulating interventions that position UNHCR a key catalyst for livelihoods and the economic inclusion of refugees. The Senior Livelihood and Economic Inclusion Officer will have extensive contacts with both internal and external counterparts. The incumbent will work closely with and supervise technical consultants in the field and will work closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, solutions, GBV, complementary pathways, private sector, development and more. Externally, the Senior Livelihood and Economic Inclusion Officer will help promote refugeesยฟ economic inclusion through effective partnerships with relevant government line ministries, intergovernmental authorities, development actors, the private sector, UN agencies, international organisations and NGOs, and research institutions and universities, at global, regional and country levels. Duties - Facilitate the economic inclusion of refugees in coordination with relevant external partners such as line ministries in Country Operations, regional/intergovernmental authorities at regional level, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. - Manage workflows with the multi-functional team, more specifically with the Protection Unit, to assess the legal framework for the right to work and rights at work and recommend/implement advocacy initiatives and policy reforms to improve UNHCR POCยฟs economic inclusion, rights and access to work. - Strengthen relationships with relevant stakeholders to enhance economic inclusion of UNHCR POC in the AoR. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.), and building the capacity of stakeholders. - Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes. - Work with economic development agencies to adapt their programmes to become inclusive of UNHCR POC and work with the private sector to enhance inclusion of UNHCR POC in their labour force and supply chains. - In case UNHCR is implementing specific livelihoods activities, strengthen, guide and monitor the livelihoods interventions to ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-ร -vis other partners. - Perform other related duties as required. In the Country Operations - Conduct necessary assessments and research in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC. - With support and guidance from the Regional Bureaux and the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), provide technical leadership for livelihoods and economic inclusion at country-level, manage the livelihoods and economic inclusion programme in the Operation, develop/update strategy, plan, monitor, report on and evaluate results. - Facilitate coordination and mobilize resources and partnerships for the economic inclusion of PoC and their livelihoods, at the Country Operation level.
