Job Summary:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC is dedicated to achieving and maintaining HIV epidemic control among at-risk adult men, women, priority populations and key populations and the project is led by FHI 360 with core partners Population Services International (PSI), Palladium Group and Right to Care.

EpiC is providing support around implementer security, mental health, and LGBTQ+ rights and inclusion in over 15 countries globally with activities to protect implementers, improve the mental health of both service providers and program beneficiaries, and support LGBTQ+ communities in hostile environments. These combined approaches create an enabling environment for holistic HIV programming to advance both epidemic control and individual wellbeing.

The Technical Advisor, PRISM sits within the Incubation and Optimization Unit of the HIV Department. In this position, the Advisor will provide technical oversight to efforts across a range of assigned countries under EpiC and other programs within FHI 360, primarily in sub-Saharan Africa, the Middle East and North Africa, and Asia. The Technical Advisor will support country staff to develop and execute on workplans, share technical expertise and guidance related to implementer security, mental health, and LGBTQ+ rights and inclusion, manage consultants or staff focused on this work, ensure technical excellence in interventions delivered, and track achievements. The Technical Advisor will also play a critical role in knowledge management and be responsible for identifying opportunities for sharing knowledge internally and externally. External sharing will include creating or co-creating knowledge products such as blogs, briefs, success stories, technical meetings, and webinars. The Technical Advisor will also be engaged in new business development efforts across the HIV Department.

Accountabilities:

Technical Requirements:

  • Provide technical leadership to implementer security, mental health, and LGBTQ+ rights and inclusion efforts across aligned countries within the EpiC project.

    • Liaise and coordinate with key stakeholders related to the assigned projectsโ€™ security of implementers, mental health, and LGBTQ+ rights and inclusion portfolio including senior leadership with partner organizations, government officials and donors.

    • Mentor country teams in tracking, analysis, and synthesis of implementer security, mental health, and LGBTQ+ rights and inclusion results to advance learning both within the program and externally.

    • Develop knowledge products and events to share resources and learning from technical portfolio.

    • Performs other duties as assigned.

      Project Design Implementation:

      • Coordinates closely with the technical teams in country to ensure that implementer security, mental health, and LGBTQ+ rights and inclusion activities are in line with program objectives and goals, workplan deliverables, and country needs.

      • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity- building of specific technical components related to implementer security, mental health, and LGBTQ+ rights and inclusion.

      • Provide inputs into technical portion of the project plan related to implementer security, mental health, and LGBTQ+ rights and inclusion, within the given resource and financial constraints.

      • Leads the day to day technical and operational activities of assigned projects related to implementer security, mental health, LGBTQ+ rights and inclusion.

      • Track delivery of project outputs

      • Coordinates requests from CO (Country Office) for technical assistance

      • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff members of implementing partners.

        • Ensures technical implementation is consistent with best practices in the industry / subject and meet client / funder contractual obligations for of one or more large functional areas.

          • May supervise junior technical staff members, sub-contractors, and others implementing technical project work.

          • Functions at the advisor capacity with oversight of technical project administrative , technical deliverables, and team management. (Includes projects and consultants).

          • Develops tools for the design and implementation of specific technical components related to implementer security, mental health, and LGBTQ+ rights and inclusion.

            Business Development and Client/Funder Support:

            • Collect data for inclusion in proposals

            • Assists with proposal research

            • Assists with developing proposal strategies

            • Draft proposals, budgets, and work plans

            • Develops and maintains relationships with potential clients / funders, partners, peers, etc. to develop new business.

            • Participate in business development meetings with partners/clients. Develop strategies to grow the business.

            • The other higher-level (develop strategies to grow the business, lead design, etc.) are appropriate.

            • Participate in client / funder meetings and provide technical input.

            • Draft sponsor reports and presentations.

            • Represents the organization and / or Institute to external entities at professional meetings and conferences.

            • Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs (non governmental organizations) and consistently maintained and viewed as a knowledgeable resource in their technical area.

            • Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.

            • Participate in client / funder meetings and draft reports/presentations.

              Partner/Sub-Award Management:

              • May be daily POC (Point of Contact) with clients for some projects on technical matters.

                Capacity Building, Training and Supervision:

                • Develops and implements technical training and capacity building interventions. Identifies strategies to address training gaps.

                • May supervise or provide technical guidance to staff members locally and in the region related to security, mental health, and LGBTQ+ rights and inclusion.

                  Operations Management (Finance, HR, etc.):

                  • Escalate challenges or issues to project leadership as needed.

                    Project/Program Reporting:

                    • Drafts sponsor financial and technical reports.

                    • Prepares and delivers presentations to sponsors on progress.

                    • Support the tracking of technical assistance and refinement of security, mental health, and LGBTQ+ rights and inclusion activities across the EpiC portfolio.

                    • Supports documentation and collation of lessons learned, best practices, and success stories related to security, mental health, and LGBTQ+ rights and inclusion from across the EpiC portfolio.

                    • Reviews and strengthens regular programmatic reporting on security, mental health, and LGBTQ+ rights and inclusion activities

                    • Helps in the development and review of work plans related to security, mental health, and LGBTQ+ rights and inclusion activities.

                      Quality Assurance:

                      • Ensures technical deliverables related to security, mental health, and LGBTQ+ rights and inclusion from assigned countries are of high quality and meet client / funder contractual obligations

                        Applied Knowledge & Skills:

                                  • Documented experience providing technical assistance, capacity building and business development in the specific technical domain.

                                  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

                                  • International or Domestic (US) Program Development or Program management preferred.

                                          The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

                                          Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

                                          Hiring Salary Range: $85,000 - $157,000
