Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
In Haiti, EpiC will work to restart and deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates.
Job description:
The Senior Grants Officer will support the management of EpiC Haiti subawardees. S/he will be in routine contact with the EpiC subawardees in the country, conducting compliance site visits and providing ongoing support for financial and management systems setup and strengthening to develop subawardee capacity. He/she will ensure that all functions under the EpiC subawardees are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures and regulations and will be in routine contact with subawardees. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Haiti country office to ensure application of FHI 360 and USAID regulations, policies and practices.
Job Responsibilities:
Support the evaluation and selection of subrecipients, including budget analysis, cost negotiation, and preparation of required documentation.
Review subaward agreements and modifications to ensure full compliance with USAID regulations and FHI 360 internal policies and procedures.
Oversee the implementation, monitoring, and amendment of subawards throughout the project lifecycle to ensure alignment with program goals and regulatory requirements
Conduct financial and operational Pre-Award Assessments (PATs) and establish Special Award Conditions (SACs) based on identified risks and capacity assessments
Provide targeted technical assistance to subrecipients to enhance their compliance with USAID and FHI 360 financial, administrative, and operational policies.
Design and deliver training sessions on grant management, budgeting, cost allowability, financial reporting, and donor compliance requirements.
Develop and maintain subaward monitoring plans and performance tracking tools to ensure structured and risk-based oversight of all subrecipients.
Monitor subrecipient performance and compliance through regular desk reviews, financial and programmatic report assessments, and issue tracking.
Establish and manage oversight mechanisms for second-tier subawards issued by primary subrecipients, including:
Ensuring transparent, competitive, and compliant selection processes for second-tier subrecipients.
Reviewing second-tier subaward agreements, budgets, scopes of work, and risk mitigation measures.
Assessing the capacity of primary subrecipients to effectively manage and monitor their downstream partners.
Providing direct technical support or tailored training to second-tier subrecipients when gaps are identified.
Conduct site visits (in-person or virtual) and desk reviews to validate budget alignment, cost allowability, and implementation progress.
Review and approve subrecipient cash advance requests and invoices, verifying that expenditures are reasonable, adequately documented, and compliant with subaward terms.
Ensure that all financial submissions are reconciled against approved budgets, and that expenditures meet allowability, allocability, and reasonableness standards under USAID regulations.
Maintain current and accurate subaward trackers and ensure internal systems (e.g., SAT) are updated regularly to reflect real-time data and documentation status.
Prepare monthly reports summarizing subaward compliance, financial performance, identified risks, and status of corrective actions.
Lead the subaward closeout process, ensuring that all financial, administrative, and programmatic records are complete, compliant, and audit-ready.
