Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: EU 4 Public Administration – technical assistance to Montenegro in support of public services provision and human resources management ‘EU4PA’.”

The overall objective to which this action contributes to is building an accountable, efficient, transparent public administration, oriented towards the needs of citizens and businesses and delivering services to end users in high-quality manner.

The specific objectives (Outcomes) of this contract are as follows:

Outcome 1: Efficient Human Resources planning system based on identified needs, merit based and improved recruitment procedures, with further HRM digitalization, is created at both central and local level Outcome 2: High quality services (including e-services) are provided to citizens and businesses in an efficient manner by public authorities at both central and local level

Your profile

Qualifications and skills

A university degree (with a program of at least 4 years) in administration, business administration, law, social sciences or similar field Excellent knowledge of the English language Knowledge of the local language is an advantage Excellent communication and interpersonal skills

General professional experience

At least 10 years of experience in the field of human resources management

Specific professional experience

At least 7 years of experience in the modernization of HRM requirements and procedures in the public administration, including recruitment process and retention policy At least 3 years of experience in improving HRM planning system, including the digitalization of the process Experience as team leader in at least three projects Experience in EU-funded projects in a related field will be considered an advantage Experience in EU candidate and potential candidate countries will be considered an asset

Location information

Most of the activities will be implemented in Podgorica. Some activities may be performed in selected locations across the beneficiary country.

Start date & period of implementation

The intended start date is November 2023 and the period of implementation of the contract will be 36 months from this date (for a minimum of 180 days).
