Background:

The OSCE has a co-operative and comprehensive approach to security that encompasses politico-military, economic
and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns,
including arms control, confidence- and security-building measures, human rights, freedom of media, protection of
national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic
and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a
politically, but not legally binding basis.


The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.


The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce
that delivers on the security priorities of participating States. DHR provides a range of human resources services
throughout the OSCE and is responsible for the development and review of human resources policies.


The Talent Acquisition (TA), as part of the Department of Human Resources, comprises at least ten staff members and is
primarily responsible for the recruitment and selection of international contracted and seconded staff for the Secretariat
and field operations and of general staff, temporary staff and consultants at the Secretariat. It is also responsible for
outreach activities.


Tasks and Responsibilities:

Under the overall supervision of the Talent Acquisition Officer, while Chief, Talent Acquisition acts as the second-level supervisor, the successful candidate will be tasked with the following duties:

Supporting the scaling and standardization of Oracle-based Talent Acquisition Information Management Systems (TAIMS) by collaborating with the Talent Acquisition Officer to develop strategies for scaling and standardizing the use of TAIMS across the OSCE-wide, analyzing existing TAIMS processes and identifying areas for improvement and optimization, assisting in implementing system enhancements and upgrades to meet evolving organizational needs, ensuring compliance with data protection and privacy regulations while maintaining the integrity and security of TAIMS data; Assisting in establishing and maintaining Standard Operating Procedures (SOPs), including drafting and/or providing input for SOPs for various TAIMS processes, including data entry, application management, reporting, and system maintenance, standardizing workflows and procedures to ensure consistency and efficiency in the use of TAIMS, training HR staff and end-users on the SOPs and providing ongoing support and guidance in collaboration with ICT; Performing Help Desk Support, such as serving as the primary point of contact for TAIMS-related inquiries and issues, assisting users in navigating the TAIMS system, troubleshooting problems, and providing timely resolution or escalation to technical ICT support teams, developing and maintaining a knowledge base of frequently asked questions and troubleshooting guidelines, conducting user-training sessions and creating user guides or manuals to facilitate self-service utilization of TAIMS; Will be responsible for data management and reporting, ensuring accurate and timely data entry into the TAIMS, including candidate information, recruitment statuses, and other relevant data, generating regular reports and collaborating with HR Analytics to support talent acquisition decision-making and providing insights on recruitment metrics; collaborating with stakeholders to define and document reporting requirements and develop customized reports, conducting data quality checks and implementing data cleansing processes to maintain data integrity within the TAIMS; Overseeing the Roster administration by receiving applications from candidates for temporary assignments and updating computerized rosters and performing searches in TAIMS to identify potential candidates, under the supervision of the Talent Acquisition Officer, performing preliminary screening and matching skills of applicants with requirements of temporary posts, in close consultation with the Talent Acquisition Associates and the relevant Department Heads, selecting suitable candidates for the roster, notifying candidates as appropriate; Occasionally joining the Selection Board for General Service posts and acting as Secretary to the board for Professional posts interviews and drafting the interview report; Performing other related tasks as required.

Necessary Qualifications:

Completed secondary education, as well as specialized training in human resources, business administration or ICT/computer science, or a related field is commonly required; A minimum of 4 years of working experience in HR information management systems and/or talent acquisition; Advanced knowledge of computer applications (word processing, database and spreadsheets) and an in-depth knowledge of Oracle-based systems and software can be beneficial to understand system functionalities, troubleshooting technical issues, and effectively collaborating with IT teams; Ability to work with data and software configurations; Accuracy and attention to detail; Excellent communication skills; tact and courtesy in dealing with applicants and staff at all levels; Professional fluency in English with excellent communication (both oral and written) skills; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 4,400 (12 times a year). OSCE salaries are exempt
from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and
the OSCE Provident Fund.
