Background:
The post is located in the Democratic Governance Section (DGS) that operates within the larger organizational structure - Human Dimension Department (HDD).
The main objective of HDD is to support the Missionโs overall mandate in helping to secure a lasting peace in the country. HDD works towards achieving this objective by, among other things, implementing programmes and initiatives that promote human rights, education reform, rule of law, trust-building, good governance and democratic values. HDD consists of Head Office (HO) staff and staff located in eight Field Offices (FO) across the country. Within HDD, DGS comprises three distinct but nonetheless interconnected portfolios: anticorruption, local governance and social cohesion/trust-building/reconciliation. In general, DGS works on safeguarding democratic and good governance principles at all authority levels and ensuring that institutions and governments are responsive, transparent, effective, representative and accountable.
The main purpose of the job is to provide legal, programmatic, and administrative support for the effective implementation of the Democratic Governance Project (Project) within HDD. The incumbent works in close consultation with their supervisor, Democratic Governance Section staff in HO and FOs to ensure the effective and efficient implementation of the Project and the wider Human Dimension Programme. The Programme Assistant plays supporting role in achieving Projectโs objectives by conducting legal research, interpreting basic legislation, preparing reports, and assisting in the monitoring of programmatic activities. The Programme Assistant will be responsible for supporting the supervisor on all aspects of the development and implementation of the Project, including in both programmatic and administrative aspects, and may be required to assume direct responsibility for substantive elements of implementation. In particular, they will be responsible for co-ordinating daily work with other sections, including programme assistants, and with administrative structures outside the immediate project/programme.
Tasks and Responsibilities:
Under the direct supervision of the National Programme Officer, Trust-building and Social Cohesion (NP2) and the overall supervision of the National Chief of Democratic Governance (NP3), the successful candidate will be tasked with the following duties:
1. Conducting research and analysis by reviewing and summarizing legislation, legal documents, and data from programmatic activities, preparing background information and reports to support the Democratic Governance Projectโs implementation;
2. Providing translation and interpretation services by translating legal and programmatic documents, including laws, decrees, and official communication, and offering interpretation during meetings, conferences, and public events to facilitate communication between stakeholders;
3. Co-ordinating and managing programmatic activities by organizing meetings, roundtables, workshops, and conferences, ensuring effective logistical and administrative arrangements to support project objectives;
4. Monitoring and supporting evaluation of programme implementation by reviewing action plans, compiling inputs from field staff, and contributing to reports and project proposals, advising the supervisor on operational challenges and areas for improvement;
5. Facilitating stakeholder engagement and communication by liaising with justice sector interlocutors, international organizations, and civil society actors, ensuring effective information flow and co-ordination in governance-related initiatives;
6. Providing administrative and operational support by drafting correspondence, summarizing relevant documents, maintaining effective information management systems, and ensuring timely reporting on activities and developments to enhance programme efficiency.

Necessary Qualifications:
Completed secondary education, supplemented by specialized training or formal studies in law, social/political sciences or languages; A minimum of five (5) years of relevant work experience in democratic development with institutions and civil society in Bosnia and Herzegovina; Understanding of the constitutional set-up, legal framework and political developments in Bosnia and Herzegovina; Experience in producing reports and presentations; Experience in administration and/or office management; Experience in interpreting at meetings, seminars, and conferences, as well as translating legal documents, correspondence, and press articles from English to local languages and vice versa; Computer literate with practical experience using Microsoft applications. Professional fluency in English and local languages with excellent communication (both oral and written) skills.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 2,362.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
