Background:
At the request of the KAPS senior management, the OSCE Mission in Kosovo (the Mission) through the UB Project titled โIntegrity and effectiveness of public safety institutions are enhanced through structured communication, education, and engagement of youth and womenโ of the Department for Security and Public Safety (DSPS) and its Special Advisory Unit (SAU), will organize six-day training course for KAPS curriculum developers targeting 15 participants from KAPS, and PSIโs curriculum developers which operates under KAPS structure. The activity aims to continuously support the academy and enhance its professional capacity based on recommendations derived from local and international accreditation agencies, which helps KAPS improve the comparability and transferability of studentsโ qualifications and makes it possible to compare qualifications in line with the European Qualification Framework (EQF) .
The KAPS request for this activity follows up upon a co-operation agreement signed between KAPS and PSIโs senior management on November 2023, which will enable trained curriculum developers to collaboratively work with PSI curriculum developers and come up with the syllabus for one course, design lesson plans, questionaries, and evaluation forms and certify the same ones. Before November 2023, PSI courses delivered at KAPS were developed by PSI experts within the agencies to whom they belong. Meanwhile, KAPS curriculum officers possess basic curriculum development knowledge and received training from the Mission to standardise PSI curricula according to the requirements set by local and international accreditation agencies.
This training is expected to contain comprehensive topics about the curriculum development process such as; how the learning outcomes are linked to teaching and assessment, advantages of learning outcomes, assessment criteria, general guidelines for writing learning outcomes, difference between aims, objectives and learning outcomes, contribution of learning outcomes to the Bologna action lines and finally how to summarise the topics within lesson plans and handouts.
The Mission will hire an international expert curriculum developer for six (6) working days to enable KAPS and its subordinate institutions, such as the police, police inspectorate, corrections, probation, and the Agency for Emergency Management, to jointly develop and standardise modules for law enforcement providers.
The expert will conduct a five-day face-to-face training course in Kosovo and an additional day dedicated to evaluating the students' workload.
Upon completion of this training, each student will be given 14 working days to do research in the field and come up with a developed module based on standards provided by an international expert, who will evaluate student workload.
Objective of Assignment:
Strengthening the internal training capacities of the KAPS Curriculum Section and enabling them to learn to develop in-house competence-based curricula for students. Moreover, to equip them with the necessary skills to meet the needs of public safety providers, including but not limited to private entities, natural persons, and legal organizations who frequents KAPS.
Duration of Assignment:
The Consultant will be hired for 6 working days.
Tasks and Responsibilities:
Prepare a five-day agenda and PPT presentation, including scenario-based exercises, and submit them on time, on the appropriate form, and with agreeable quality by the activity manager. The training material (lesson plan, handout, etc) is shared with the Activity Manager and handed over to KAPS.
Conduct five days of in-person theoretical and practical training for fifteen (15) KAPS and PSI curriculum developers.
Conduct the evaluation of the students' workload for one day.
Draft a student evaluation report with results and recommendations for further capacity building, if needed, and share it with the Activity Manager
Draft the final consultancy report and share it with the Activity Manager

Necessary Qualifications:
Minimum five years of relevant professional experience in an internationally accredited police college/academy/university; Extensive five years of experience in the field of teaching and training law enforcement; Extensive background experience in developing and standardizing competence-based curricula for law enforcement agencies; Familiar with all the necessary steps, forms, and procedures for a successful accreditation and certification of the public safety training modules; Thorough knowledge of the legal framework in Kosovo and institutional aspects of law enforcement agencies operating in Kosovo is an asset; Demonstrate ability and willingness to work as a member of a team with people of different cultural and religious backgrounds and different genders and maintain impartiality and objectivity; Excellent written and oral communication skills in English
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
