Standard Job DescriptionSenior Protection Assistant Organizational Setting and Work Relationships The Senior Protection Assistant normally reports to a more senior Protection colleague. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor. The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity. Duties - Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. - Provide counselling on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. - Support activities in protection related AGD based programming with implementing and operational partners. - Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment. - Contribute to measures to identify, prevent and reduce statelessness. - Contribute to a country-level child protection plan as part of the protection strategy. - Contribute to a country-level education plan for PoC as part of the protection strategy. - Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. - Participate in individual protection case management including cases of GBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents. - Assist in identifying durable solutions for PoC in voluntary repatriation, local integration and where appropriate, resettlement. - Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners. - Draft reports, routine correspondence, update relevant databases and compiling statistics within the Area of Responsibility (AoR). - Contribute to initiatives to enhance national and local protection capacities. - Select PoC for preliminary interviews and decide which relevant information to share. - Enforce integrity in the delivery of protection services by local implementing partners. - Perform other related duties as required. Desired Candidate Profile The Senior Protection Assistant shall have a sound knowledge of the Italian operational context as well as expertise in the areas described in the standard job description. Previous UNHCR experience as well as international exposure will be considered an asset. Fluency in both English and Italian is required.

Nature of Position:

Italy remains one of the major points of arrival for persons of concern seeking protection to Europe, with most of them arriving by sea via the Mediterranean. In 2022, the population of concern to UNHCR in Italy increased considerably, mainly due to the war in the Ukraine. By year end, 174,000 Ukrainians had officially arrived, and 168,000 applied for temporary protection, making Ukrainians the biggest population of concern to UNHCR. In parallel, more than 105,000 individuals arrived by sea, an increase of 56%, compared to 2021. In 2023, arrival trends, year to date, are significantly high and while there have been fluctuations in levels of arrivals, the drivers of the movements from the Sahel, Tigray and other countries, such as Afghanistan, moving along the Central Mediterranean and Balkan routes will remain or worsen because of the negative impacts of conflicts and climate change.

In Italy, UNHCR works with the Italian government, other organizations and refugees themselves to uphold the basic human rights of stateless persons and people forced to flee, and to improve laws and national systems so refugees and stateless persons stay safe, get documents, can go to school, work and exercise other rights. Through its staff and partners, UNHCR is engaged in activities aimed at ensuring full and equal enjoyment of rights by all persons of concern, addressing protection risks in an Age, Gender and Diversity (AGD) sensitive manner, with a particular focus on persons with specific needs, such as unaccompanied and separated children (UASC) and survivors of gender-based violence (GBV). UNHCR's protection delivery is based on a community-based protection approach, which aims at putting people of concern at the center of all decisions affecting their lives. Based on this approach, UNHCR promotes active refugee participation in all aspects of the UNHCR programme cycle, builds protection strategies and solutions in partnership with them and supports the community's own goals, also through better communication with communities.

UNHCR staff perform a variety of tasks country-wide, including: attending key phases of disembarkation procedures, providing new arrivals with information on international protection and other relevant procedures, through leaflets and group information sessions, and supporting the authorities in identifying persons with specific needs; monitoring land border procedures and their potential impact on access to international protection, focusing in particular on people with specific needs; conducting visits to reception facilities across the country, liaising with relevant authorities to ensure that safe, dignified accommodation conditions are provided; working with authorities and partners to identify persons with additional protection needs, such as UASC, survivors of GBV and other persons at risk, so that they can be promptly referred for follow-up and appropriate services; and providing support to the National Commission for the Right to Asylum, including on the reform of the RSD procedure. UNHCR also seeks to help refugees thrive in Italy and fully contribute to the economic, cultural and social life of the country, through support to the implementation of the Government's national integration plan, provision of information and counselling on rights, entitlements and obligations, engagement with the private sector to promote refugees' employment, and by working with Italian universities to promote access to higher education to refugees through scholarships and tutoring programmes.

The UNHCR Senior Protection Assistant based in Trieste will directly report to the Senior Protection Associate in Rome, heading the UNHCR Field Protection Unit in Italy. The Senior Protection Assistant will perform the duties listed in the standard job description, with particular focus on:

  • monitoring access to the territory of new arrivals through land borders, protection-sensitive border procedures and reception conditions;

  • conducting and assisting on advocacy for and capacity building on protection-sensitive border procedures;

  • supporting the authorities to identify persons with specific needs;

  • collecting testimonies from newly arrived;

  • undertaking consultation with POC and provide information on appropriate and meaningful approaches for their effective participation and programmatic responses on protection issues;

  • assisting interagency coordination at local level and information management activities as needed.

    Living and Working Conditions:

    Trieste is located about 670 km north of Rome, reachable in approximately 1 hour by air. The city is offering high standard of living conditions and relatively high cost of living.

    There is no RC System hence no formal inter-agency coordination system other than the DO for Security related matters. FAO leads the UN team and collaborates closely with Rome based WFP and IFAD HQ.

    The Italian authorities will issue a visa and residence permit to UNHCR international staff members. Before arriving at a new duty station, finding an accommodation will be a priority. There are some limited facilities to access Duty Free privileges. Buying a new vehicle is a lengthy process while buying second hand is even more complex. The public transport system is relatively reliable, and most colleagues have elected to reside in the office neighborhood.

    A valid driving license issued by a European Union/European Economic Area (EU/EEA) member state is automatically accepted in all other member states. People with EU/EEA-issued driver's license who take up residence in Italy are not required to exchange it for an Italian license.

    Holders of a standard driving license issued from a non-EU/EEA country may drive in Italy using the foreign license for up to one year after obtaining residency.

    Medical care is up to international standards.

    UN International expatriates are covered by the medical insurance provided from their workplace. No additional medical coverage is required. A list of English-speaking doctors can be provided, upon request, by the FAO Medical Services.

    There are international schools in Trieste. The academic year for schools in Italy is from September to June. Generally, schools have long waiting lists and it is advisable to register your child at school as soon as possible. You should also find out about the specific admission requirements at the school. Transfer certificates from previous schools and academic records are usually required. Contracts are made between the school and private individuals regarding payments of school fees.

    This means any deposits and commitments to pay fees are your responsibility and not the UN's.

    Spouse employment can be challenging, particularly in a post Covid-19 situation where the economy was affected.
