We are currently seeking qualified candidates for the position of Senior Program Officer for an anticipated multiyear project improving the utilization of health services for underserved ethnic minority populations in western and southwestern China.
Position Summary:
The Senior Program Officer will work under the direction of the Deputy Chief of Party - Technical. S/he will work with local implementing partners and other stakeholders to plan, implement, and monitor project activities and ensure activities are on track with work plans and align with technical expertise informing project implementation. S/he will ensure compliance with internal and external regulations. The Senior Program Officer will monitor expenditures against budget and may have access to confidential project information (i.e., salary information). S/he will ensure completion of project while adhering to budget, scope, and schedule requirements. S/he will also develop/review work plans, prepare presentations, and support other related project objectives and deliverables.
Key Responsibilities:
Programmatic Management:
- Serves as key point of contact for local implementing partners.
- Leads subaward design and is responsible for monitoring of subawardee/partner progress against program deliverables, goals and objectives.
- Ensures compliance with donor requirements and organizational policies and procedures.
- Coordinates with the M&E Officer and oversees reporting process to ensure client requirements are met; may aggregate reporting for oversight of a project.
- Provides initial review and comments on programmatic reports and annual work plans.
- Supports management team through coordination of project resources (people), planning for deliverables, and leading meetings.
- Represents project at stakeholder meetings and participates in external events.
- Liaises with local stakeholders regarding the overall project and communicate planning and task completion.
- Monitors project risks and informs senior managers of issues.
- Provides direct supervision and support for the Program Officer.
- Contributes to the development of the projectโs contract & grants process.
Programmatic Administration:
- Provides operations support, e.g., writes position descriptions, participates on staff interview panels, and serves as hiring manager as needed.
- Supports projects knowledge management initiatives in documenting approaches and achievements.
- Conducts new hire onboarding on department procedures and administrative processes.
Finance Support:
- Supports project start-up, work planning, budget development, project reporting, and general problem-solving.
- Provides on-going programmatic and financial oversight to assigned projects, including monitoring of spending rates, sub-awards, deliverables, reports, etc.
- Contributes to the development of the projectโs budget process.
Minimum Requirements:
- Bachelorโs degree in management, public heath, or social sciences; Masterโs degree preferred.
- At least 5 years of experience with NGOs or funding organizations involving program implementation and management.
- Ability to supervise and support the program management.
- Proven experience in program management, monitoring and evaluation and reporting in diverse settings.
- Ability to manage and support the capacity building of project partners.
- Superior written and oral communications skills in English.
