General Minimum Requirements

Education:

Advanced university degree in international relations, criminal justice, security studies or related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.

Specialized education/training in areas relevant for the post would be considered an advantage.

Experience:

A minimum of six (6) years of relevant, diversified and progressively responsible professional experience in police and law enforcement affairs, including at least three (3) in a management role relevant to the actual position, preferably working in international organizations and/or a multinational setting.

Mandatory:

Advanced university degree in international relations, criminal justice, security studies or related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree; A minimum of six (6) years of relevant, diversified and progressively responsible professional experience in police and law enforcement affairs, including at least three (3) in a management role relevant to the actual position, preferably working in international organizations and/or a multinational setting; Experience working for national law enforcement and/or in international organizations (incl. police missions); Experience working on prevention and/or investigation and/or prosecution of trans-national threats (e.g., corruption, organized crime, terrorism, cybercrime, and/or different forms of cross-border crime); Experience in project management, including project development, planning, implementation, monitoring, evaluation, and reporting; Proven ability to draft and analyse reports and briefs on security and law-enforcement issues, and to develop and deliver presentations to diverse audiences; Experience in conducting negotiations, advocacy and/or liaison with governmental and/or law enforcement authorities with excellent decision-making abilities; Demonstrated understanding of the political and security situation in BiH; Exceptional knowledge of international policing standards, commitments and good practice, including of key documents and relevant human rights standards pertaining to law enforcement, border security & management, cyber security, anti-terrorism and/or arms trafficking; Knowledge of gender and youth mainstreaming approaches in the field of security; Computer literate with practical experience using Microsoft applications; Professional fluency in English with excellent communication (both oral and written) skills.

Tasks and Responsibilities

The Department for Security Co-operation (DSC) implements the Security Co-operation (SC) Programme, including three Unified Budget (UB) projects: Arms Control, Anti-Terrorism, and Security Governance. The Arms Control project includes engagement to advance (1) management of weapons and ammunition, (2) civil-military co-operation, as well as (3) BiH compliance with arms control and politico-military commitments. The Anti-Terrorism project entails support to the rehabilitation and reintegration of foreign terrorist fighters (FTF) and their families, assistance to counter the financing of terrorism and terrorist travel, and work to prevent violent extremism and radicalization conductive to terrorism. The Security Governance project addresses (1) compliance with and reporting on politico-military and security commitments, (2) security sector governance and reform (incl. integrity building, gender equality, and youth participation), (3) parliamentary and democratic oversight, (4) border security and management, (5) cyber security, and (6) civil protection.

The Department also implements extra-budgetary projects on: (1) control of small arms and light weapons (SALW), (2) prevention and countering of violent extremism and radicalization that leads to terrorism (P/C VERLT), and (3) advancement of intelligence-led policing (ILP).

The Senior Police Advisor (SPA) serves as the primary advisor, project manager, and co-ordinator of the Missionโ€™s work on law enforcement and security governance with particular focus on: (1) police modernization and effectiveness in countering security threats (e.g., organized crime and corruption); (2) advancement of the provision, management, oversight, and democratic control of the security sector; (3) integrated border management and security; and (4) cybersecurity. He/she develops, co-ordinates and executes programmes and projects that assist Bosnia and Herzegovina (BiH) to implement national, international, and regional commitments of relevance for security governance. The SPA also ensures effective co-ordination with the complementary portfolios of: (1) anti-terrorism and (2) arms control and politico-military affairs.

Under the direct supervision of the Head of Security Co-operation, the successful candidate will be tasked with the following duties:

1. Managing and co-ordinating project development, implementation, monitoring, evaluation, budgeting and reporting, including the cost-effective use of project funds, effective management of risks, and the sustainability and impact of project activities;
2. Monitoring, analysing and advising on key law enforcement developments, challenges, priorities and solutions - with a view to supporting (1) BiH adherence to relevant OSCE and other international commitments, (2) project implementation, and (3) political advocacy;
3. Preparing and reviewing policy memos, assessments, briefs and reports, as well as inputs and feedback for the purpose of reporting and/or responding to media inquiries.
4. Ensuring effective and timely collaboration, including by liaising with relevant national, regional and international partners/counterparts, and working closely with other Mission units/staff and OSCE executive structures.
5. Representing the Mission and the OSCE at events and/or activities, delivering presentations to internal and external audiences, and ensuring project visibility, including in terms of its aims and achievements.
6. Ensuring the gender equality aims of the OSCE, the Mission, and the Project by advancing implementation of the OSCE Action Plan for the Promotion of Gender Equality and BiH realization of the UN Women, Peace and Security (WPS) agenda as well as by conducting gender mainstreaming of project work.
